The subject of the opinion is assessment of the governmental bill, pursuant to which the National Agency of Academic Exchange will be created. Its aims include stimulating Poland’s development in the field of science and higher education by a pro-quality support of academic mobility as well as internationalisation of offer provided by Polish universities. The author claims that membership of representatives of the Sejm, the Senate and the President of the Republic Poland in the Board of the Agency is reasonable. With the view to ensure higher transparency standards of the selection of the Director of the Agency, as well as to ensure a reliable assessment of candidates, introducing relevant competition procedures should be considered. The author presents some remarks concerning the wording of provisions, relation to other statutes, including tax ones – in connection with the proposed exemption from taxation of scholarships awarded by the Director of the Agency.

The Lexicon of Verrius Flaccus (De verborum significatu) is the first Latin dictionary which included a lot of information about the history, society, religion and topography of Rome. Unfortunately, it is only known in fragments and abridgments. The epitome of this lexicon was created by Pompeius Festus, who probably lived in the second century. His work now exists only in fragments within a single manuscript, the Codex Farnesianus. We can reconstruct this text thanks to Paul the Deacon who also abridged the work of Festus for Charlemagne. Over the years, many editions of the text have been created which consisted of the work of Festus and the epitome of Paul. Today, we have few critical editions and comments on the text. This Lexicon is an amazing source of information and is of great importance to scholars of antiquity.

The submitted article, which is based on the study of official and literary sources, concentrates on educational foundations in medieval Bohemia. Alongside establishment of new schools, their components (colleges) or support of the existing educational institutions, they represented the second most frequent form of educational patronage in all Europe of the western Christian circle. The main purpose of those foundations was material support of the students during their studies. It was not necessarily paid in the form of scholarship; it was also provided indirectly in the form of ensuring of meals, lodging, clothing, payment for medical treatment in case of an illness, purchase of textbooks, etc. Most importantly, it did not concern a one-time subsidy, which we often encounter in the Middle Ages, but support of a permanent character. The study monitors educational foundations that emerged in certain Latin parish schools, or later municipal schools, especially in the so called royal towns, as well as foundations established by the individual benefactors who came from the nobility and other classes of the then society under Prague University. Besides these, the authors also concentrate on foundations supporting students from the Czech lands during their studies at foreign universities (foundation of Adalbertus Ranconis de Ericinio being the best known in this context).

The paper presents new functions and roles performed by Lublin University of Technology Library in context of the university parametric marks. A library has always played an important role in the scientific environment of universities. The primary aim of its activity is supporting the academics’ scientific performance. It has been done by providing the documentation of their scholarship. The composites of information on publications from various sources not only register the items but also positively influence the scholarly communications by enhancing discoverability. These databases, additionally equipped with tools necessary to analyse citations, start to play a more and more important role. Our bibliographic database has been enriched recently by new parametric indicators: journal mark indicators, citations, for example, according to the Web of Science. It allows the library to support the system of evaluation of scientific institutions conducted by the Ministry of Education and Higher Education in Poland. The paper presents a description of the important role played by the Scientific and Technical Information Department at the University as the main coordinator concern­ing documentation and information including parametric evaluation of the university (2013–2016).

There are three different types of scholarship, primary, secondary, and meta-scholarship. This paper applies a meta-approach to the question of musical meaning, which involves some assessment of where the enterprise as a whole has come from and is heading, its value and external impact. Three aspects of meaning are discussed: referential, functional and socially transformative. Referential meaning refers to our ability to apprehend a musical object as pointing beyond itself. Functional meaning refers to valued personal outcomes that musical engagement engenders. Transformative meaning refers to effects on the wider society. Consultative data from an expert panel is used to frame the discussion. This data shows multiple ways in which recent psychology research has advanced our understanding of how music acquires referential and functional meaning. To date, stronger theoretical clarity has been achieved in the area of referential meaning than in functional meaning. The strongest socially transformative effect of music psychology research has been on the discipline of musicology itself. Weaker, but still significant, effects are found in the wider society, relating to understandings of the benefits of musical engagement, and the acceptance universality of musical capacity as an inherent human attribute.

The paper starts from a consideration of two variant critiques of structuralism: in 1935, Marxistoriented historians polemicized with Mukařovský’s concept of the development of literature; in 1951, Mukařovský himself presented a critique based in the ideology of the totalitarian regime. A comparison between the state of the scholarly debate in the 1930s and the latter event allows us to develop some more general characteristics of the ingerence of power ideology into scientific discourse and its paradigm. The focus of our inquiry is the question as to what allowed Mukařovský to perform this radical turn and adopt an ideological doctrine. What we find is that a link between the topics pursued in our argument — i.e. between the structuralist theory, an ideology in the service of power and the deformation of the scholarly paradigm — is provided by the position of the individual in history, in both artistic and social discourse. The gist of the matter is that with the weakening or even elimination of the individual’s role disappears the ethical dimension of the human relating to the world, disappears individual responsibility as an essential, irreducible part of one’s identity.

Article in its content raises issues relating to one of the most important acts of an internal nature, functioning in the high school – the rules for granting financial aid. This aspect was presented through the prism of the general concept of the act, its features, as well as specialist literature and the jurisprudence of judicial administration. It was pointed out which provisions of the authors should be avoided, and that should apply so that the procedure of granting financial assistance took place in accordance with the law.

Artykuł w swojej treści porusza kwestie odnoszące się do jednego z najważniejszych aktów prawnych o charakterze wewnętrznym, funkcjonującym na uczelni- regulaminie przyznawania pomocy materialnej. Aspekt ten został przedstawiony przez pryzmat ogólnego pojęcia regulaminu, jego cech, a także specjalistycznej literatury i orzecznictwa sądowo administracyjnego. Wskazano, jakich postanowień autorzy powinni unikać, a jakie powinny obowiązywać  tak aby procedura przyznawania pomocy materialnej odbywała się zgodnie z przepisami prawa.
