The article presents two scientific cultures, which have different indicators and measures of scientific achievements. Community orientated culture is interested in building of the common area of ideas and it tries to unify glossary, methodology, rules and promotion of good practices. Scope directed cultures are inclusive and open for cooperation. Measures of science are totally different in both cultures- more unpredictable in the first case and very clear in the scope orientated scientific culture. For young scientists the closer community should be only a first stage in the long way to the scientific success. The article indicates virtual communities as a way for finding new possibilities of making science at the satisfactory level.
The article focuses on a debate under way across the European Union on prospects for developing the bloc’s Common Agricultural Policy (CAP) after 2013. At the center of the debate are ideas to reform CAP being put forward by various researchers. Historical experience shows that the ideas and suggestions of scientists play an important role in the process of reforming CAP, Kosior says. The article analyzes three specific visions of CAP after 2013-a proposal by Bureau and Mahé, who argue that the system of direct payments should be converted into a “general contractual scheme;” the idea of Heissenhuber et al. suggesting a three-step scheme of basic payments, voluntary agri-environmental measures and regional support; and a proposal by a group of leading European agricultural economists on the establishment of a Common Agricultural Policy for European Public Goods. The analysis refers to the achievements of new institutional economics. In conclusion, the author attempts to evaluate the presented ideas for developing CAP from the perspective of Poland’s interests. The shared feature of the analyzed concepts is that they place an emphasis on the environmental aspect of CAP. All the researchers suggest that the new CAP should be more flexible and more useful in the battle against climate change, the loss of biodiversity and the depletion of water and soil resources in Europe. At the same time, the Common Agricultural Policy should rely on the principle of subsidiarity. However, despite some shared features, the analyzed proposals differ in several important respects, Kosior notes. Bureau and Mahé propose co-financing and contracting of virtually all types of payments in the future agricultural policy. The agricultural economists call for national financing of direct payments, but stress the need for full financing from the EU budget of all-European public goods. Heissenhuber points to the need to differentiate payment rates depending on how farmers comply with environmental requirements. The analysis conducted shows that the proposal of the agricultural economists is the most well-balanced and could prove to be the optimal scenario for developing CAP in the long term, the author concludes.
Otwarcie zasobów wiedzy, określane angielskim terminem Open Access, jest nową metodą rozpowszechniania wyników badań naukowych, zasadniczo odmienną od panujących do tej pory metod ich dystrybucji za pomocą drukowanych czasopism naukowych, które są kosztowne i przez to nie zawsze dostępne dla wszystkich potrzebujących tej wiedzy. Open Access jest także przeciwieństwem metod utajniania wiedzy poprzez chronienie określonych wyników badań naukowych za pomocą patentów. Otwarcie zasobów wiedzy ma zarówno swoich zwolenników jak i przeciwników. Obie strony mają sporo rzeczowych argumentów i dlatego spór jest długi i zajadły. Przedstawiany artykuł nie ma na celu polemiki z przeciwnikami modelu otwartego dostępu do wiedzy, ale dostarcza argumentów popierających stanowisko zwolenników takiego rozwiązania. Te argumenty zostały zaczerpnięte z dwóch obszarów. Po pierwsze przytoczono argument ekonomiczny. Większość badań naukowych jest obecnie finansowana z pieniędzy publicznych, zatem społeczeństwo ma prawo do wyników tych badań. A skoro dostęp do wyników badań należy się całemu społeczeństwu, to jedynym sposobem praktycznej realizacji tego prawa jest udostępnianie wyników badań w modelu Open Access. Drugi argument wiąże się z tytułem pracy. Rozwój cywilizacji warunkowany jest rozwojem badań naukowych, a rozwój badań zależy od sprawności komunikacji wewnątrz społeczności uczonych. Każdy wynik naukowy dopiero wtedy jest wartościowy, gdy zostanie opublikowany i będzie zweryfikowany przez innych badaczy. Open Access przyspiesza obieg informacji naukowej i sprzyja rozwojowi cywilizacji, dlatego może być oceniany pozytywnie.

Open Access is new method of scientific results distribution, based on free access to newest and most valuables papers. Thanks to such method of “scientific broadcasting” newest and most valuable scientific results become available for everybody. This new idea, definitely different from previously used model considering very limited papers distribution by expensive journals or even hiding of information and building “wall of patents” preventing unauthorized use, has enthusiastic supporters, but also declared opponents. Paper presents some arguments of both sides, but main goal is related to arguments given by supporters. Such arguments are connected with three two of evaluations. First field is economic one. Scientific research are very cost-consuming and expensive. Somebody must pay for it. Up-to-day in most countries around the world financing of scientific research is based on public funds. It means, that whole society, all taxpayers are “sponsors” of scientific discoveries. Taking into account general rule “who pay for something become owner of it” we must admit that most scientific results are property of the society. The only method for making scientific discoveries available to the whole society today is publishing it on the Open Access base. Next argument is related to title of the paper. Civilization development is based on the permanent and mutual interactions between scientists. Every scientific result can be accepted and used if and only if it is published and proved by other researchers. Open Access is the best method for acceleration of such process of scientific results exchange and scientific community internal communication. Therefore, if progress in science and development of civilization can be assessed as good thing, we must also evaluate Open Access as a good thing.

Kuhn repeatedly redrafted the text of The Structure of Scientific Revolutions before he decided to print it. In this article, the author discussed several important differences between the various editings of The Structure… concerning the investigated category. He also showed when Kuhn has used that term for the first time, as well as he indicates important differences between the manuscript of The Structure… and the text published in 1962. He also showed certain characteristics of the paradigm as a dogma and explain why Kuhn has abandoned it in The Structure…. Finally the author discusses the consequences of ambiguous use of that category.
Artykuł stawia sobie za cel pokazanie, jak T.S. Kuhn widział zasadniczą różnicę między naukami społecznymi (głównie socjologią) a matematycznym przyrodoznawstwem (głównie fizyką, astronomią i chemią) oraz jak do tego zagadnienia odnosili się przedstawiciele nauk społecznych. Dwie pierwsze części przedstawiają Kuhnowskie rozumienie paradygmatu oraz normalnego uprawiania nauki. W części trzeciej jego spostrzeżenia dotyczące natury teorii społecznych zestawione są z tym, co na ten temat myślą przedstawiciele nauk społecznych. Przeważnie socjologowie zgodni są co do tego, że pluralizm teorii ogólnych świadczy o kryzysie w ich dyscyplinie. Zgadzają się zatem z tym, co na ten temat sądził Kuhn. W ich środowisku pojawiają się również opinie odmienne. Świadczą one o tym, że, podobnie jak w naukach przyrodniczych, wśród samych uczonych nie ma zgody co do tego, który z modeli uprawiania nauki − pluralistyczny czy monoteoretyczny − jest modelem bardziej pożądanym.

Article aims to present how Kuhn behold the fundamental difference between the social sciences (especially sociology) and mathematical natural science (mainly physics, astronomy and chemistry) as well as to the issue they treated representatives of the social sciences. The first two parts represent the Kuhn’s understanding of paradigm and practicing normal science. In the third part of Kuhn’s insights about the nature of social theory compare with what think about this social scientists. Mostly sociologists are unanimous about the fact that pluralism theory of general testifies to the crisis in their discipline. Therefore they agree with what he thought about this Kuhn. In the environment, there are also different opinions. They show that, as in the natural sciences among themselves scholars there is no consensus as to which model of doing science – or pluralistic monottheoretical – is a model more desirable.
The article discusses the problems of change in science and society. It analyzes the argumentation strategies for change and progress and those defending the status quo including the ambigous role of the traditional pursuit of truth and knowledge.
