All socio-economic formations treat security as one of the most important values in human life. Safety determines; threats and risk. Rating sense of the safety of residents in the small territorial area of such municipality, parish, village or settlement should be considered through the prism of the items listed above. Local authorities to improve security should strive to minimize its determinants, risks and local risks incurred. The path to this goal is the construction of local prevention programs and their implementation by tackling common threats and social pathologies.

Social and economic transformation, with which we deal in recent years in Poland, apart from the positive aspects, generated a lot of negative effects, among others, the emergence of new forms of crime. The above situation is forcing public servants, including the police, as the basic organization of the subsystem security and public order to raise to a higher level of efficiency. Her improvement determines the effectiveness of the system of public security and order and to keep up with the growing expectations of consumers of the services provided in the field of security and public order. The paper presents definitions, models and determinants of safety management and the positive and negative factors associated with the use of SWOT analysis of selected organizations to reorganize security and public order.

The notions of infrastructure and critical infrastructure in particular are ambiguous and in most cases do not take into account the consequences of threats. The aim of the article was to present the results of research on evaluation of critical infrastructure security theory. The article presents interpretations of the notion critical infrastructure and its author's definition. It clarifies the security determinants of critical infrastructure and points to the key elements determining its security.

Pojęcia infrastruktury i infrastruktury krytycznej są różnie interpretowane i w większości przypadków nie uwzględniają konsekwencji zagrożeń. Celem artykułu było przedstawienie wyników badań nad oceną teorii bezpieczeństwa infrastruktury krytycznej. W artykule przedstawiono interpretacje pojęcia infrastruktura krytyczna i jej autorską definicję. Wyjaśniono uwarunkowania bezpieczeństwa infrastruktury krytycznej i wskazano na kluczowe elementy decydujące o jej bezpieczeństwie.
