Ensuring freedom from threats to security subjects requires the elaboration of a security strategy. The relationship between security strategy and development strategy is the same as that between security and development themselves – one determines the other. For this reason, the purpose of this article is to discuss the essence of security and its basic conceptual categories, as well as the implementation of its provision through strategic efforts. At the beginning, the essence of the phenomenon of security is presented and the most important definitions are quoted. Similarly, the author discusses the concept of strategy and shows the evolution of its understanding. This allows to discuss the typology of security strategies and to mention the most important figures that became part of history thanks to their achievements in the theory of strategy, including Sun Tzu, Thucydides, Alexander the Great, Napoleon Bonaparte. A few of the most important principles formulated by these figures are recalled, which may be important hints for contemporary strategists as well. Finally, the author gives the most important definitions of ideas related to security: the security environment, the interests of the security subject, opportunities, challenges, risks, threats, rules and methods. Their essence is emphasized in the light of the considerations presented above. The author concludes that the strategic categories are superior to the respective political categories and distinguishes three types of contemporary strategic actions. He also recognizes that the biggest challenge in terms of security is the prevention of threats, e.g. by means of stabilization activities whose essence is to maintain and promote the stability of the security environment.
The article discusses and analyses the terminology and gives a description of hybrid threats. Particular emphasis is placed on their diversity, variability and the problematic nature of methods used by an aggressor in order to destabilise the social, political and economic environments against which the hostile activities are targeted. The areas which may be under the influence of hybrid threats have been indicated and many aspects of these threats’ influence on a contemporary countries’ functioning have also been underlined. The main focus of hybrid threats’ considerations is put in the context of the European Union. The related strategic documents have been analysed and the directions of action defined in them, which may prevent or neutralise the consequences of hybrid threats, have been described, as well. Particular attention has been paid to the analysis of the ”Joint Framework on countering hybrid threats”, the strategic document which acts as a map for joint anti-hybrid activities. The directions of action defined in it may, in the author’s opinion, contribute to building up resistance to hybrid threats. Particularly legitimate are activities which aim at providing an appropriate level of situational knowledge, as well as effective exchange of intelligence information among the European Union’s institutions and its member states. What is more, developing the analytical potential and the transfer of knowledge of hybrid threats, which is carried out by joint centres of excellence, may result in a situation where the influence of these threats on the social, political and economic dimension of the member states’ functioning is smaller. Comparisons between the common strategic solutions to hybrid threats and other instruments of the European Union relating to the internal security (civil protection, solidarity clause) have been made in the article. The summary discusses the directions of antihybrid strategic activities, among which developing the awareness of threats and strengthening the social resilience to hybrid threats have been given special emphasis.
In the presentation of this article I want to bring work and the importance of the Police Force to the public and to a small extent, affect the credibility and public opinion, which stems from poor informedness of Police Force and creates misrepresenting facts to police work. This is the main intention of the paper and also a reaction to the negative expression of some of the media to the address of the Police Force.
National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.
Intelligence may be defined as a sum of deliberately covert gathering and processing of foreign covert information. This involves both information “originating abroad” and also covert information gathered inside a state from its opponent, e.g. a mafia clan or an extremist organization jeopardizing the constitutional order in one’s own state, i.e. information which is foreign in a sense. The article presented here is focused on information obtained from inside terrorist groups. Intelligence information is such information which has been obtained, processed and focused on (limited to) the “necessity to know” by the entity making decisions. Such information, however, may differ in some other aspects as well.
Ograniczone zasoby energetyczne, nadszarpnięte kryzysem finansowym i zadłużeniowym możliwości budżetowe państw członkowskich Unii Europejskiej, brexit, wywołujący poważne konsekwencje kryzys migracyjny – to tylko kilka pospiesznie wskazanych poważnych wyzwań stojących przed Unią w najbliższym czasie. Nie należy zapominać także o rosnących w siłę i znaczenie zagrożeniach dla bezpieczeństwa projektu Europa: panoszącym się terroryzmie, rosnącej aktywności wojskowej Rosji (w tym o jej poczynaniach we wschodniej Ukrainie, na Krymie czy Morzu Azowskim), a także o co najmniej ambiwalentnym stosunku urzędującego prezydenta USA wobec NATO. Już tylko tych kilka wyzwań i zagrożeń skutkować powinno wzmożeniem wysiłku decyzyjnego, a potem organizacyjnego na rzecz przekształcenia UE w podmiot zdolny do przeciwdziałania im i reagowania na nie. W zamierzeniu autora niniejszy artykuł ma być próbą udzielenia odpowiedzi na pytanie, czy wskazany proces rzeczywiście zachodzi.

Limited energy resources, EU member countries’ budget capabilities impaired by the financial and debt crisis, Brexit, or the migration crisis that is causing serious consequences, are but a few serious challenges that the Union is going to face within the short-term perspective. One ought not forget about the increasingly powerful and meaningful threats to the Project Europe: rampant terrorism, increasing military activity of Russia (including its actions in eastern Ukraine, Crimea, or on the Sea of Azov), as well as the ambivalent (to say the least) attitude of the current President of the USA towards NATO. Even these few challenges and threats ought to cause for an increase in the decisive and, later on, organizational effort for the purpose of transforming the EU into an entity that shall be able to counteract and react to them. The intention of the author of this article is to provide an attempt to answer the question whether the indicated process is actually taking place.
Na tożsamość międzynarodową składają się przede wszystkim czynniki: geograficzne, demograficzne, historyczne, ustrojowe, wojskowe, ekonomiczne, ideologiczne, kulturowe i psychologiczne. Po rozpadzie ZSRR powrócono w Rosji do tradycji, nie tylko na płaszczyźnie idei i ideologii politycznych, społecznych oraz filozoficznych, ale również w sferze kultury oraz religii. W latach 90. XX wieku nastąpiło odrodzenie się geopolityki. Stała się ona podstawą do opracowania koncepcji polityki zagranicznej, strategii bezpieczeństwa narodowego oraz doktryny wojennej Federacji Rosyjskiej. Celem badań jest analiza ujęć geopolitycznych w tożsamości Federacji Rosyjskiej i ich wpływu na koncepcje w polityce zagranicznej oraz źródeł rozwoju koncepcji geopolitycznych w Rosji. Obszar postradziecki jest istotny dla bezpieczeństwa Federacji Rosyjskiej. Rosja postrzega konflikty zbrojne na tym obszarze jako element „gry” politycznej na jej strategicznym terenie.

International identity consists mainly of geographical, demographic, historical, political, military, economic, ideological, cultural and psychological factors. After the collapse of the USSR, Russia returned to tradition, not only in the sphere of political, social and philosophical ideas and ideologies, but also in the sphere of culture and religion. In the 1990s, the geopolitics revived. It became the basis for the development of the concept of foreign policy, the National Security Strategy and the Military Doctrine of the Russian Federation. The aim of the research is to analyze geopolitical perspectives in the identity of the Russian Federation and its impact on foreign policy concepts and sources of development of geopolitical concepts in Russia. The post-Soviet area is important for the security of the Russian Federation. Russia perceives armed conflicts in this area as an element of political ‘game’ in its strategic area.
The subject of the analysis is the location of nuclear weapons in the strategy and security policy of the People’s Republic of China. The aim of the article is to present and evaluate the importance of nuclear weapons to ensure China’s deterrence and defense ability against military threats. It discusses the evolution of the Chinese communist authorities’ approaches to nuclear weapons and the perception of its essence in modern times. This issue was considered in the strategic, political and theoretical dimension. The main thesis of the article is the statement that the importance of nuclear weapons has been systematically growing in the context of the need to provide China with greater defense and deterrence capabilities. The modernized nuclear arsenal and extended delivery systems are now very important factors in the promotion of China in the international security system. They give the PRC a psychological advantage in disputes and conflicts with its neighbors, as well as deterrent against the competitive United States.

Przedmiotem analiz jest umiejscowienie broni nuklearnej w strategii i polityce bezpieczeństwa Chińskiej Republiki Ludowej. Celem artykułu jest przedstawienie i ocena znaczenia broni jądrowej dla zapewnienia sobie przez Chiny zdolności odstraszania i obrony przed zagrożeniami militarnymi. Omówiono w nim ewolucję podejścia komunistycznych władz ChRL do broni nuklearnej i postrzeganie jej istoty we współczesności. Zagadnienie to rozpatrywano w wymiarze strategicznym, politycznym i teoretycznym. Główną tezą artykułu jest stwierdzenie, że znaczenie broni jądrowej systematycznie wzrastało w kontekście potrzeby zapewnienia Chinom większej zdolności obrony i odstraszania. Modernizowany arsenał jądrowy i rozbudowywane systemy jego przenoszenia są obecnie bardzo ważnymi faktorami awansu Chin w międzynarodowym systemie bezpieczeństwa. Dają one ChRL przewagę psychologiczną w sporach i konfliktach z sąsiadami, jak również stanowią czynnik odstraszania wobec konkurencyjnych Stanów Zjednoczonych.
Poland – one of the countries of the former communist bloc, and a member of the Warsaw Pact after World War II – has undergone two major states of functioning on the international arena to this day. As a satellite country of the Soviet Union, it built its foundations of security and defence, based on the military and political strength of the Warsaw Pact against Western Europe, the United States, and generally against NATO. The collapse of the Soviet Union and the transformations that took place across Eastern Europe in the early 1980s resulted in a situation in which the country detached itself from the communist system, built its democracy and, as a neutral country, sought membership in NATO and the European Union, the two guarantors of building its own security policy and defence, given Poland’s geopolitical location. The goal of this paper is to familiarize the reader with the ways in which Poland built its national and international security at the turn of the 20th and 21st centuries against the background of the wave of geopolitical changes taking place in Europe. The paper provides an in-depth analysis of Poland’s security environment after 1989, presents the chronology of changes made internationally to join Poland to both NATO and European structures, and the country’s contribution to supporting world peace.

Polska jako jeden z wielu krajów dawnego bloku komunistycznego i członek Układu Warszawskiego przechodziła po II wojnie światowej dwa zasadnicze stany funkcjonowania na arenie międzynarodowej. Po pierwsze, będąc krajem satelitarnym Związku Radzieckiego, swoje fundamenty bezpieczeństwa i obronności budowała w oparciu o siłę militarną i polityczną UW przeciwko krajom Europy Zachodniej i Stanom Zjednoczonym, a więc przeciwko NATO. Po drugie, rozpad ZSRR oraz przemiany polityczno-społeczne i militarne w Europie Wschodniej na początku lat 80. XX w. spowodowały sytuację, w której Polska oderwała się od komunistycznego systemu. Pozwoliło jej to na budowanie demokracji i – jako krajowi neutralnemu – na dążenie do przynależności do NATO (również do Unii Europejskiej) jako gwaranta budowania własnej polityki bezpieczeństwa i obronności. Obecnie w drugiej dekadzie XXI w. Polska, ze względu na swoje niekorzystne geopolityczne położenie w Europie i aspiracje międzynarodowe, wiedzie prym w wywiązywaniu się z zobowiązań sojuszniczych oraz w zwiększaniu nakładów finansowych na modernizację przemysłu i zakupu nowych technologii, w tym na modernizację armii. Celem artykułu jest przedstawienie czytelnikowi, jak Polska budowała swoje bezpieczeństwo narodowe i międzynarodowe na przełomie XX i XXI w., w aspekcie zmian geopolitycznych w Europie. W artykule zawarto dogłębną analizę środowiska bezpieczeństwa Polski po roku 1989, przedstawiono chronologię zmian dokonywanych na arenie międzynarodowej w celu przyłączenia Polski do NATO i struktur europejskich oraz wkład naszego kraju w wspieranie pokoju na świecie.
It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unified and so more effective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, firstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And finally, we will address some controversies related to the creation of the new military branch.

Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifikowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.
Polityka bezpieczeństwa i obrony Unii Europejskiej w XXI w. znalazła się w stagnacji. Ważną tego przyczyną był kryzys fi nansowy z 2008 r. i recesja, która utrzymywała się w kolejnych latach. Ta stagnacja jeszcze pogłębiła się w latach 2014–2016 w wyniku kryzysu migracyjnego i brytyjskiej decyzji o opuszczeniu UE. Czynnikiem stale zwiększającym trudności jest wzrost eurosceptycyzmu po rozszerzeniu Unii Europejskiej w 2004 r. Obecnie dominuje on w krajach Grupy Wyszehradzkiej, w tym w Polsce. Paradoksem w tej sytuacji jest to, że w warunkach kryzysu pojawiły się pomysły utworzenia armii europejskiej. Były one głoszone także przez wiodącego polskiego eurosceptyka Jarosława Kaczyńskiego. Zwolennicy rewitalizacji WPBiO zgłaszali propozycję utworzenia unijnego centrum operacyjnego (kwatery głównej) do kierowania operacjami zarządzania kryzysowego. Autor twierdzi, że Unia Europejska nie wykorzystuje szans ożywienia WPBiO oraz że w czasie kryzysu na Ukrainie, który wybuchł jesienią 2013 r., i kryzysu migracyjnego w latach 2014–2016 ujawniła się jej zasadnicza słabość. Próbami ożywienia polityki bezpieczeństwa i obrony UE są: Globalna strategia na rzecz polityki zagranicznej i bezpieczeństwa Unii Europejskiej (przyjęta w czerwcu 2016 r.) oraz utworzenie Europejskiego Funduszu Obronnego i ustanowienie inkluzywnego i ambitnego mechanizmu stałej współpracy strukturalnej – PESCO (w czerwcu 2017 r.). Trudno jednak ocenić, w jakim stopniu te ostatnie kroki zmobilizują państwa członkowskie UE do przerwania impasu w polityce bezpieczeństwa i obrony.

The European Union’s security and defense policy in the 21st century has been stagnant. An important cause was the fi nancial crisis of 2008 and the recession that persists in the following years. This stagnation deepened in the years 2014–2016 as a result of the migration crisis and British decision to leave the EU. A factor that is constantly deepening the diffi culties is the rise in Euroscepticism following the enlargement of the EU in 2004. It currently dominates the Visegrad Group countries, including Poland. The paradox of the situation is that in crisis conditions emerged ideas for the creation of the European army. They were also announced by the leading Polish Eurosceptic Jarosław Kaczyński. The constant demand put forward by supporters of the revitalization of the CSDP is the proposal to create an EU operational center (headquarters) to manage crisis management operations. The author argues that the European Union does not exploit the chances of reviving the CSDP and that the EU’s essential weakness has emerged in terms of its security policy during the Ukraine crisis erupted in Autumn 2013 and the migration crisis of 2014-2016. The attempts to revive the EU’s security and defense policy are: A Global Strategy for the European Union’s Foreign and Security Policy (adopted in June 2016), the establishment a European Defence Found and an inclusive and ambitious Permanent Structured Cooperation – PESCO (both in June 2017). It is hard to expect, however, how this last steps will mobilize the EU member states to break the deadlock in security and defense policy.
