W artykule podjęto próbę oceny możliwości zastąpienia udziału sfery publicznej w finansowaniu regionalnego obszaru badawczo-rozwojowego, wkładem prywatnym. Cel badawczy stanowiło określenie stanu oraz możliwości finansowania regionalnej sfery B+R ze źródeł prywatnych na przykładzie przedsiębiorstw województwa opolskiego w perspektywie 2020 roku. Przyczynkiem do podjęcia dyskusji i przeprowadzenia analizy stało się nałożenie przez instytucje europejskie obowiązku spełnienia warunku tematycznego ex-ante. W ramach tego warunku obok „zidentyfikowania instrumentów wpływających na stymulowanie prywatnych nakładów na B+R”, wpisano także „analizę regionalnego potencjału w zakresie możliwości zaangażowania nakładów prywatnych na B+R”.

Article attempts to assess the possibility of replacing the share of the public sector by private contribution, in the financing of the regional area of research and development. Aim of the research was the determination of the status and the possibility of financing regional R&D from private sources on the example of companies from opolskie region in the perspective of 2020. Contribution to this discussion and analysis was imposed by the European Institutions to meet the requirement of thematic ex-ante conditionality. This condition includes “identification of instruments affecting stimulate private investment in R&D,” as well as “analysis of the regional potential for the possibility of the involvement of private expenditure on R&D.”

Analiza porównawcza zasobów determinujących możliwości prowadzenia w Polsce polityki innowacyjnej

Niniejszy artykuł przedstawia koncepcję triady innowacyjności gospodarki opartej na trzech sferach, obejmujących zasoby ludzkie, sferę B+R oraz edukację. Zakres i skala zachodzących interakcji pomiędzy wspomnianymi sferami mają większy wpływ na poziom innowacyjności gospodarki niż ich wielkość. Przeprowadzona została szczegółowa analiza parametrów opisujących poszczególne, wyróżnione w modelu sfery pozwalające na ocenę zasobów determinujących możliwości prowadzenia w Polsce polityki innowacyjnej na tle pozostałych krajów Unii Europejskiej. Na podstawie obliczeń matematycznych zostały wyróżnione trzy grupy państw – ze względu na relacje pomiędzy posiadanymi przez nie zasobami o charakterze innowacyjnym a stopniem innowacyjności ich gospodarek. Polskę zakwalifikować można do grupy krajów, które mają większy potencjał niezbędny do wzrostu innowacyjności niż odpowiadający temu poziom innowacyjności samej gospodarki.

The article presents the concept of three spheres of determinants of economic innovation (R&D, human capital and education) and relations among them. The scale and the scope of interactions, which take place among these spheres are more important for creation of innovations than size of them. There is presented a comparative analysis of indicators which characterize every sphere. Special attention is given to describing the innovation position of Poland in the European Union. Mathematical calculations allowed to compare the assets of European countries, which can be used in the process of creation their innovation potential with parameters, which describe the innovation of their economy. It allowed to describe three groups of countries (with higher and lover innovation potential than their level of economical innovation and group of countries which has adequate innovation potential to the level of their economical innovation). Poland was classified to the group of countries, which have relatively higher innovation assets than the corresponding to them the level of economical innovation.

Przedmiotem rozważań w artykule jest globalizacja traktowana jako proces, który wpływa na transfer technologii. Nowe technologie zapewniają wydajniejsze metody pracy i otwierają nowe perspektywy działalności człowieka. Dzięki procesowi globalizacji gospodarki może dokonywać się rozprzestrzenianie się tej swoistej rewolucji technologicznej.

The purpose of this article is to present the relations between the process of globalization and the transfer of technology and additionally to say a few words about the issues, which are related to these concepts. At present the research and technical development and their spread is regarded as the most important factor of molding the globalization. On the other hand however, the process of globalization may affect the transfer of technology. The paper shows the interaction between these two phenomena: on one hand, the process of globalization enhances the need to develop and to make use of high technology, though on the other hand the technological development accelerates the process of globalization.
