A proper marine transport development should provide independence of foreign trade and increase efficiency of national economy due to expansion of transport services export. However, to achieve these goals, optimization of investments and proper development and management of functional activity of fleet and ports are required. Normalized development and marine transport potential of a country, as shown by the experience of world’s leading maritime states, predetermine high functional efficiency of capital assets and freight independence of a country with respect to international division of labour. Thus development and production activity of fleet and ports influence a country’s investment complex activity as maritime transport is a large consumer of other branches resources.

For the entire period of state construction in Ukraine, the strategy of stable economical growth of country’s freight potential has been practically ignored. The solution to this problem requires systematic study of mechanisms and methods of growth and operation of the most important sectors of international freight market. Despite world’s freight statistics being systematic, there is practically no established methodology to assess its sustainable development in the times of globalization. Typically, all that is available are in-sights into certain aspects of freight market parameters formation. Thus, this article focuses on systematization of the general principles of world’s marine trade development and evaluation of the most realistic directions for establishing Ukraine as a full-scale maritime state.

It is proposed to improve the quality of services, professional training of employees of Maritime profile on workplaces, implementation training centers quality standards according to the Rules 1/8 „quality Standards” of the STCW Convention, to ensure the formation of professional competence, competitiveness sailor impact on increasing the level of social and professional mobility, as well as achieving certain goals prepare professionally-trained workers, instructor- teaching staff and examiners. Examined the influence on the quality of personnel training of Maritime profile employees, who operate in the shipping company; from the standpoint of encouraging the organization of training, retraining and refresher training that meets the needs of production in shaping the priorities of workplace learning. Determined that the involvement of employees in decision-making in emergency and hazardous situations from the perspective of advanced education with the use of simulators is the deliberate and systematic process of ensuring trouble- free operation of the fleet and the link between education, science and production.

Development of global market of maritime trade reflects the principles of achieving of aggregate interests despite the institutionalization based on international maritime organizations. In these circumstances, the most important problem of the normalized national maritime transport industry is the optimal relationship of all participants in the investment process. In this article, the main components of the global maritime transport market were considered. The attention is focused on the discovery of the basic positions of the choice of sustainable positioning of the shipping company to the parameters changing conditions and resources. Characteristics of the current state of the global maritime transport industry were generalized.

Rozwój światowego rynku handlu morskiego odzwierciedla realizację zagregowanych interesów globalnych uczestników tego rynku, pomimo istniejącej instytucjonalizacji, bazującej na międzynarodowych organizacjach morskich. W tych okolicznościach, najważniejszym problemem znormalizowanego narodowego sektora transportu morskiego są optymalne relacje wszystkich uczestników procesu inwestycyjnego. W artykule rozważono główne elementy globalnego rynku transportu morskiego. Skoncentrowano się na sformułowaniu podstawowych stanowisk w zakresie zrównoważonego pozycjonowania przedsiębiorstwa żeglugowego w zmieniających się warunkach rynkowych. Dokonano generalizacji obecnego stanu transportu morskiego na świecie.
