Resilience of any area in question is linked with its structure, which is being built and rebuilt over the years. For instance, Košice city reinforces for most sector of Information, communication and as well its sector of Art, entertainment and recreation. After implementing strategy of reinforcement the city can be better up to the task to cope with shocks. Similarly other areas, this paper was trying to shed light on this topic by implementing methodology of localization quotient and using data for seven cities in Eastern Slovak Republic. The analysis provides comparison in structure and resilience potential of cities in terms of employment.

The author of the article tries to reconstruct both the way of perceiving subjectivity in the works of Walter Benjamin and the ways in which the tension between identity and history is manifested in his writings. The article concentrates on the concept of shock, developed by the philosopher during reading Baudelaire and Kafka. With this concept, it is possible to describe the transition from the narrative conception of experience to “point experience” constituted by series of sudden unconnected impulses. The moment conducing to this transition was the I World War which for Benjamin – as well as for others significant thinkers of that time – constituted an important turning point.

This paper analyzes the effects of fiscal and monetary policies on inflation rate in Indonesia. This research uses the error correction model for estimating the empirical model of inflation rate for annual data 1970-2017. The results present the significant effects of fiscal and monetary variables on the inflation rate. These findings reveal the inflationary effects of fiscal and monetary policies in the country. This research also finds the impact of output and exchange rate on inflation rate. Therefore, this paper supports the theory of demand-pull inflation as well as the proposition of imported inflation. The other uniqueness of this research is the inclusion of shock variables in the empirical model. This study asserts the significant role of inflation shock and unanticipated exchange rate on the domestic price level. It implies that domestic inflation is closely related to the international financial sector.

The paper focuses on the problem of the defi nition of regional and urban resilience, how to measure them, and how to evaluate the signifi cance of these categories in the regional studies. The analysis was carried out taking into account the structural and functional conditions of the regions and cities. In this article the author discusses the conditions and factors facilitating the strengthening of the adaptability of the regional economy and urban, with regard to the principles of evolutionary economic geography. The aim of the paper is to present the possibilities of application of the concept of regional and urban resilience to recent analyzes of regional development, with particular emphasis on evolutionary approach. The author applied the descriptive method and the comparative method. The analyzes are based on literature studies. Individualized study of social, economic and spatial structures of various spatial units, taking into account their resilience, can provide valuable information on the processes of adaptation of regions and cities and thus favorable conditions for their resistance, recovery, re-orientation and renewal.

In the article ”The Broker of Pornography and Violence: Lou Reed in Lulu’s World”, Sławomir Kuźnicki analyses the literary and cultural layers of Lulu, the album published by Lou Reed in collaboration with Metallica, based on Frank Wedekind’s two modernist dramas: Earth Spirit (1895) and Pandora’s Box (1904). The rock poet treats the plot of the two plays very loosely and it becomes the means through which he enters the area of disturbing perversion and graphic pornography. This strategy, then, is typical for him: drawing on the primal instincts of human sexuality, he penetrates these experiences that – although frequently marginalized – are the foundations of our culture. Consequently, Reed seems to follow Susan Sontag’s diagnosis according to which the goal of pornographic literature is to disorient and to disturb mental balance. In the case of Lulu, this strategy of cultural disorientation is also implemented via the generic form of the record. This form mainly stems from Reed’s decision to cooperate with Metallica, i.e. a band whose conservative and rather sustainable music stands in contrast to the former artist's transgressive arts. In other words, on many levels it demonstrates Reed’s strategies of crossing the borders between what is commonly accepted and what is rejected because of its non-normative quality. It results in multilayered kinkiness that outreaches the literary frames of the project and makes it possible to view Lulu as a piece of art that is both uncompromising and visionary.

The most dangerous moment in the care of a critically ill patient is their transport. This applies to inter-hospital transport (land and air) as well as intra-hospital transport. The Medical Transport Team is a unit outside the State Emergency Medical Services System that provides inter-hospital transport financed from public funds. A team of staff who can cope perfectly well with unpredictable situations and can quickly respond to the changing condition of the patient should be available to transport them. A person in a life-threatening condition should not be transported by random people. Ideally, this should be the staff caring for the patient because they know the patient and know how to respond to changing clinical conditions. This applies to the in-hospital phase – diagnostics, transfer to the operating theatre, transfer to the ICU. Interhospital transport is performed by external staff who do not know the patient, so an important role is played by the accurate transfer of information about the patient not only by the referring doctor, but also by nursing staff and/or paramedics.

Najniebezpieczniejszym momentem w opiece nad pacjentem w stanie ciężkim jest jego transport. Dotyczy to transportu międzyszpitalnego (droga naziemna i lotnicza) jak i transportu wewnętrzpitalnego. Zespół Transportu Medycznego (ZTM) to jednostka spoza Systemu Państwowego Ratownictwa Medycznego realizująca transport międzyszpitalny, który finansowany jest ze środków publicznych 1. Do transportu pacjenta powinien być dysponowany zespół personelu, który doskonale radzi sobie w sytuacjach nieprzewidywalnych i potrafi szybko reagować na zmieniający się stan pacjenta. Transportu osoby w stanie zagrożenia życia nie powinny dokonywać przypadkowe osoby. Najlepiej, gdyby to był personel opiekujący się pacjentem, ponieważ zna pacjenta i wie, jak zareagować na zmieniający się stan kliniczny. Dotyczy to fazy wewnątrzszpitalnej – diagnostyki, przekazania na blok operacyjny, przekazania na OIT. Transport międzyszpitalny wykonywany jest przez personel z zewnątrz, który nie zna pacjenta, więc dużą rolę odgrywa dokładne przekazanie informacji o pacjencie nie tylko przez lekarza kierującego, ale też przez personel pielęgniarski i/lub ratowników medycznych.

Unveiling the Time Effect of a Shock on Electricity Consumption: Evidence from Post-Transition Eu Countries

This paper explores the time-series properties of the relative per capita electricity consumption series disaggregated by consumer sectors for the presence of a unit root for eleven post-transition EU countries. To that end, the panel unit root tests without and with structural break(s) were used covering the period 2002–2013. The results of the former indicate that electricity consumption is the unit root process for each sector, indicating that any shock thereto is likely to be permanent. The results of the latter support the non-stationary null for the majority of the countries and sectors under investigation, and also point out that each country was exposed to at least one significant shock affecting some of the electricity consumption variables. Thereby, the shocks will probably have permanent effects on them, and their electricity consumption will be path-dependent. Consequently, there is little evidence of convergence of post-transition EU countries to the single electricity market.

Artykuł opisuje własności szeregów czasowych dla danych dotyczących zużycia energii w podziale według sektorów konsumenckich. Stanowi próbę wykrycia obecności pierwiastka jednostkowego w jedenastu krajach UE, które przeszły transformację ustrojową. W tym celu wykorzystano panelowe testy pierwiastka jednostkowego zawierające strukturalną przerwę oraz testy bez strukturalnej przerwy w szeregu czasowym obejmującym okres 2002–2013. Wyniki pierwszego rodzaju testów wskazują, że zużycie energii jest procesem pierwiastka jednostkowego w każdym sektorze, co dowodzi, że każdy szok może okazać się trwały. Wyniki testów drugiego rodzaju potwierdzają zerową hipotezę niestacjonarności dla większości badanych krajów i sektorów, a także wskazują, że każdy kraj był narażony na co najmniej jeden istotny szok oddziałujący na zmienne związane z zużyciem energii. Tym samym szoki będą miały w tych przypadkach prawdopodobnie efekty trwałe, a zużycie energii będzie zależne od wcześniejszych uwarunkowań (path-dependent). W związku z tym, w krajach UE, które przeszły transformację ustrojową, niewiele wskazuje na konwergencję w stronę wspólnego rynku energii elektrycznej.

This text attempts to reconsider the threads of topicality and happening as the factors defining the artistic avant-garde movement, understood as a creative formation with identifiable common assumptions that transcend disciplinary divisions and historical classifications. I have decided to assume that a large part of modern art remains faithful to the distinctive avant-garde aspirations. It seems that today, as at the beginning of the 20th century, the present appears to the artists as still difficult to grasp. This phenomenon manifests itself in both the discussion of art’s own borders in the contemporary context, and in its attempts to understand and interpret the changes in the modern life. The intensive focusing of art on the present can be viewed as a lack of reflection, but also as a response to the process of modernisation, i.e. as being unable to separate from it. Some philosophical and anthropological investigations concerning time and the idea of the present (including, above all, the concepts of the “absolute present” of Karl Heinz Bohrer, "modern Constitution" by Bruno Latour and the suspicions concerning the present of the so-called "philosophy of suspicion") will in turn allow for probative diagnoses of the potential causes for anxiety concerning the directions of the contemporary development of art, which can still be observed in its colloquial reception.

Tekst stawia sobie za zadanie namysł nad wątkami aktualności i wydarzeniowości ujmowanymi jako definiujące artystyczny ruch awangardowy, rozumiany w związku z tym jako formacja twórcza o identyfikowalnych wspólnych założeniach przekraczających podziały dyscyplinarne i historyczno- filozoficzne klasyfikacje. Zakładam, że duża część sztuki współczesnej pozostaje w ten sposób wierna pewnym dającym się wyróżnić inicjalnym dążeniom awangardowym. Wydaje się, że także obecnie, podobnie jak na początku XX wieku, teraźniejszość jawi się artystom jako wciąż trudno uchwytna. Zjawisko to dotyczy zarówno komentarzy, które odnoszą się do własnych granic i charakteru sztuki (wypowiadającej się wciąż na nowo o sobie samej wobec zobowiązującego ją wciąż imperatywu nowości), jak i jej prób rozumienia i interpretowania przemian życia współczesnego. Natężone skupienie sztuki na tym, co obecne, może być klasyfikowane jako słabość refleksji, ale także jako reakcja na tempo modernizacji, nieodłączne od niej samej. Filozoficzne i antropologiczne ujęcia czasu i współczesności (m.in. i przede wszystkim koncepcje absolutnej teraźniejszości Karla Heinza Bohrera, nowoczesnej Konstytucji Brunona Latoura i podejrzenia odnośnie współczesności tzw. "filozofii podejrzeń") pozwolą z kolei na próbne diagnozy potencjalnych powodów zaniepokojenia kierunkami rozwoju sztuki współczesnej, które daje się wciąż obserwować w jej powszechnej recepcji.

SHOCK, as a recurring category that has been present for many years in the discourse on the right of the child/human to freedom from all forms of violence, becomes the focal point around which the considerations of this article are focused. The inspiration for the use of the shock category in education was the process of studying Anton Siemionowicz Makarenko’s Pedagogical Poemate and the analysis of the educational system he created along practical directives for parenting and its pedagogical implications. In the text, a fundamental question is raised about how Makarenko used SHOCK as a tool in the educational process? The text presents an analysis of the SHOCK category based on the behavior of violence against a child and analyzes their pedagogical implications.

W artykule przeanalizowano wpływ wstrząsu wywołanego przez COVID-19 na polski rynek akcji. Przedmiotem badań objęto 18 akcji spółek wchodzących w skład indeksu WIG20. Wpływ szoku zbadany został w kontekście zmieniającej się zależności „ryzyko–zwrot”. Do badań wykorzystano trzykrotne interwały: przed wstrząsem, w trakcie i po wstrząsie. Dla okresu szoku wprowadzono dwa parametry, które łącznie opisują „reakcję” akcji na szok. Są to parametry głębokości wstrząsu i szybkości regeneracji. Zidentyfikowano liniowy typ zależności regresji między nimi. W okresach „przed szokiem” i „po wstrząsie” zależność „ryzyko–zwrot” rozpatruje się w kategoriach dwóch podejść: zmienności i wartości narażonej na ryzyko. Oba podejścia wykazują zwiększone ryzyko w okresie po szoku, ale w różnym stopniu. Pierwsze podejście wykazuje wzrost w większym stopniu niż drugie. Podano wyjaśnienie tej obserwacji. Dynamikę zmian płynności w zakresie średniej dziennej wysokości obrotu uznaje się za komplementarną. Badana dynamika wskazuje na wzrost wysokości obrotów bezpośrednio w okresach szokowych i po szokach. Wyjaśnienie tego zjawiska rozważano w aspekcie ponownego formatowania portfeli przez inwestorów.

The article examines the impact of the shock induced by COVID-19 on the Polish stock market. As an object of research, 18 shares of companies included in the WIG20 index were taken. The impact of the shock is examined in the context of changing “risk-return” correspondence. Three-time intervals were used for the study: before the shock, shock, in fact, aftershock. For the shock in fact period, two parameters have been introduced, which in pairs describe the “reaction” of stocks to a shock. These are shock deepness and recovery rate parameters. A linear type of regression relationship between them is identified. In the periods “before shock” and “aftershock”, “risk-return” correspondence is considered in terms of two approaches: variability and Value-at-Risk. Both approaches show an increased risk in the post-shock period but to varying degrees. The first approach shows an increase to a greater extent than the second. An explanation of this observation is given. The dynamics of changes in liquidity in terms of the average daily trading volume is considered complementary. The investigated dynamics shows an increase in trading volumes directly in the shock and post-shock periods. The explanation for this is considered in the aspect of reformatting by investors of their portfolios.

The article discusses arguments in favour of the importance (or irrelevance) of literature in social life and that appears with a psychological dimension in the work of J. H. Miller, Pierre Bayard, Michał Paweł Markowski, Ryszard Koziołek and, above all, Rita Felski (in her book Uses of Literature), dealing with the most important currents and trends in theoretical reflection on literature in the last quarter century. The author of the article finds the affective turn and the study of relations between life and literature within the context of the domination of discourse by other (new) media not based on writing to be a particularly important encounter in the re-evaluation of literature’s meaning. The author’s close and critical reading of Felski’s Uses of Literature involves a) discussion of the theoretical inclinations and problems that generate individual aesthetic categories; b) application of the American scholar’s proposed aesthetic categories to the interpretation of particular prose, poetic and essayistic works by Zofia Nałkowska, Inga Iwasiów, Justyna Bargielska, Dorota Masłowska, Szczepan Twardoch and Andrzej Leder.
