Rządzenie sieciowe zdobyło uznanie w związku ze zwróceniem uwagi na nieefektywności zarówno rządu, jak i rynku. Bazując na coraz obszerniejszej literaturze, w pierwszym rzędzie definiujemy rządzenie sieciowe, aby później pokrótce ocenić zalety i problemy związane z tym podejściem. Główne stwierdzenie można opisać następująco: jesteśmy świadkami rozwoju drugiej generacji badań nad rządzeniem sieciowym skupiających się wokół nowych pytań, na które jeszcze nie znaleźliśmy odpowiedzi: o przyszłość opartej na sieciach koordynacji między różnymi poziomami rządzenia, o metarządzenie samoregulujących się sieci, o rolę dyskursu w relacji do rządzenia sieciowego oraz o problemy z demokratycznością i potencjał rządzenia sieciowego. Aby odpowiedzieć na te ważkie pytania, możemy korzystać z różnych teoretycznych podejść do rządzenia sieciowego, które zostały tu krótko omówione.

Governance networks have increasingly gained prominence in the wake of the many reports of government and market failure. Drawing on the burgeoning literature, we first define governance networks and then briefly assess their merits and shortcomings. The key hypothesis is that we are now seeing the development of a second generation of governance network research that focuses on new and yet unanswered questions about the prospects of network-based coordination across different levels of governance: the meta-governance of self-regulating networks, the role of discourse in relation to governance networks, and the democratic problems and potentials of network governance. In answering these important questions, we can draw on different theoretical approaches to network governance, and these are briefly delineated.
