System aktywizacji zawodowej osób niepełnosprawnych w obecnym kształcie funkcjonuje w Polsce od 1991 r. Ponad 25-letni okres doświadczeń uprawnia do stawiania pytań o jego skuteczność z punktu widzenia deklarowanej polityki społecznej państwa wobec niepełnosprawnych. Celem publikacji jest krytyczna analiza stanu oraz ewolucji systemu aktywizacji zawodowej osób niepełnosprawnych z punktu widzenia zgodności modelu ze stanem realnym. Publikacja zawiera wynikające z polityki społecznej wskazania dla modelu systemu i jego charakterystykę z uwzględnieniem organizacji systemu oraz stosowanych narzędzi wsparcia finansowego zatrudniania niepełnosprawnych. Wnioski dotyczące skuteczności systemu sformułowane zostały w oparciu o analizę porównawczą założeń ze stanem rzeczywistym. Wskazane zostały bariery wzrostu aktywności zawodowej niepełnosprawnych, ich przyczyny oraz metody eliminacji owocujące oczekiwanym wzrostem skuteczności.

The system of vocational activation of people with disabilities has been operating in its present form since 1991. Over 20 years of experience alows to ask questions about its effectiveness from the point of view of the social policy towards the disabled people declared by the state. The aim of this article is a critical analysis of the state and the evolution of vocational activation of people with disabilities in terms of compliance with the model. The paper includes guidelines for the system model, resulting from the social policy, as well as the system’s characteristics including the organization and the tools used for financial support of hiring people with disabilities. The conclusions on effectiveness of the system were formulated on the basis of comparative analysis between the assumptions and the reality. The paper points to obstacles in increasing professional activity of disabled people, their causes and methods of elimination which could bring expected increase in efficiency.
