The aim of the research was the examination of the available solutions in the field of meeting the needs of dependent elderly people in Szczecin and indicating priority actions in terms of elderly care optimization, possible to implement in Szczecin, on the basis of the diagnosis of the needs as well as resource and financial analysis. The method of desk research, including statistical and financial data concerning the social care sector, was used in the article. On the basis of the collected data it is possible to state that investing in sheltered accommodation is an alternative solution for building a nursing home. It is a less expensive replacement, which provides dependent seniors with a higher standard of care and support.

Pomoc społeczna w Polsce przechodzi głęboką ewolucję. Współczesny jej model oparty jest na dwóch fi larach: tradycyjnym osłonowo-opiekuńczym i reintegracyjnym (aktywizacyjnym), i wykorzystuje elementy koncepcji workfare. Ekonomia społeczna stała się ważnym sojusznikiem państwa w kształtowaniu i realizowaniu polityki społecznej w zakresie przeciwdziałania wykluczeniu społecznemu. Celem artykułu jest ukazanie aktywizacji społeczno-zawodowej z perspektywy klientów pomocy społecznej, którzy są bezpośrednimi adresatami nowych rozwiązań. Ponadto zwraca się uwagę na wielowymiarowość efektywności i czynniki, które blokują skuteczność podejmowanych działań.

The social care in Poland is undergoing deep evolution. Its contemporary model is based on two pillars: traditional protective-caring and re-integrative (activation) and takes advantage from the concept of workforce. Social economy has become an important ally in developing and implementing social policy in the area of counteracting social exclusion. The article aims to present socio-vocational activation from the perspective of social care benefi ciaries, which are direct recipients of new solutions. Moreover, the attention is drawn toward multi-dimensionality of eff ectiveness and the factors that hinder the effi ciency of taken decisions.
