Attitudes Towards the Welfare State and Associational Involvement in Europe. Comparative Analysis

This paper examines a hypothesis that there is a negative correlation between the activity in social organizations and the support for the welfare state. The hypothesis was inspired by the study showing a reinforcing effect of welfare spending on social capital indicators and a negative substitution effect on informal solidarity (van Oorschot, Arts and Halman 2005). The analysis was performed using data from the 2008/2016 European Social Survey, taking into consideration additional sociodemographic variables. The results revealed a lack of correlation between the associational activity and the support for the welfare state, and a relatively coherent pattern of impact of the control variables on associational activity.

Miejsce ekonomii społecznej sytuuje się w trójkącie: państwo – rynek – społeczeństwo obywatelskie. Celem artykułu jest określenie miejsca ekonomii społecznej na tle polityki społecznej państwa. W artykule, w oparciu o analizę historyczną, dokonano przeglądu najważniejszych koncepcji polityki społecznej państwa (od liberalnych po socjalne) oraz określono znaczenie sektora ekonomii społecznej w rozwiązywaniu problemów społecznych we współczesnych realiach w Polsce. W konkluzji stwierdzono, że ekonomia społeczna jest komplementarna wobec polityki społecznej państwa, funkcjonuje w warunkach alokacji rynkowej lub redystrybucyjnej, wykazuje tendencje od biernego do aktywnego wsparcia.

The place of social economy is situated within the triangle: the state – market – civil society. The aim of this article is to determine the place of social economy against the background of the social policy of the state. The article, based on a historical analysis, is an overview of the key concepts of social policy of the state (of the liberal social), and determined the importance of the social economy in solving social problems in contemporary reality in Poland. The conclusion was that the social economy is complementary to the state social policy, operate in conditions of market allocation or redistribution, shows a trend from passive to active support.

The social state clause (Sozialstaatsklauzel) formulated in the Constitution of Germany is one of the most significant and important constitutional rules for a political and legal system of modern Germany. It obligates the institutions of state not only to care for the welfare of the citizens but also (what is equally important) it determines the sphere of state’s interference in citizens’ life. The main object of the submitted article is to prove that German social state clause follows the subsidiarity principle. In order to do that at the beginning, the article analyzes the history of subsidiarity that comes from the Catholic social teaching. The second part of the article describes the process of social state principle’s implementation to the political system of Germany and the third part describes its doctrinal interpretation. The fourth part of the paper indicates the constitutional and legal regulations related to the subsidiarity principle. The argumentation presented in the submitted article will prove that social state should follow the subsidiarity principle in order to save its own efficiency.

Wyrażona w Konstytucji RFN klauzula państwa socjalnego (Sozialstaatsklausel) jest jedną z najważniejszych zasad ustrojowych współczesnych Niemiec. Nakłada ona na instytucje państwa nie tylko troskę o dobrobyt swych obywateli, ale – co równie ważne – wyznacza też zakres ingerencji państwowej w ich życie. Celem niniejszego artykułu jest wykazanie, iż niemiecka klauzula państwa socjalnego kieruje się zasadą subsydiarności. Aby tego dokonać, zostanie przedstawiony rys historyczny zasady subsydiarności wywodzącej się z Katolickiej Nauki Społecznej. Następnie będzie opisany proces wprowadzenia klauzuli państwa socjalnego do ustroju Niemiec oraz jej wykładnia doktrynalna. Wreszcie zostaną wskazne, łączące się z ideą państwa socjalnego, subsydiarne uregulowania w Konstytucji RFN i aktach niższego rzędu. Tak przeprowadzony wywód udowodni, iż państwo socjalne, działając wobec obywateli, powinno dla swej efektywności kierować się zasadą subsydiarności.

The aim of this paper is the presentation of the idea of hidden life and its apostolic dimension according to bl. Honorat Koźmiński (1829-1916), a Polish Capuchin and founder of numerous religious orders. This project has been actualised by the analysis and synthesis of the work O zgromadzeniach ukrytych przed światem (Katechizm życia ukrytego) [On the Congregations Hidden from the World – the Catechism of the Hidden Life) [Krakow 1901]. The present examination, made from the perspective of spiritual theology, reveals authentic monastic character of the hidden life and its application to apostolic tasks in various social states. Dealing with Koźmiński’s particular document is to contribute to research on his plentiful heritage, all the more that his idea corresponds with a broader spiritual notion of hidden life in contemporary times.

Celem artykułu jest ukazanie idei życia ukrytego oraz jego apostolskiego wymiaru według bł. Honorata Koźmińskiego. Zamiar ten został zrealizowany poprzez analizę i syntezę dzieła pt. O zgromadzeniach ukrytych przed światem (Katechizm życia ukrytego) (Kraków 1901). Praca, przeprowadzona z punktu widzenia teologii duchowości, odsłania najpierw fakt, że życie ukryte ściśle należy do tożsamości zakonnej, a następnie – jego apostolski wymiar w odniesieniu do duchowości stanowej. Obcowanie z tekstem polskiego błogosławionego ma wnieść pewną cząstkę do badań nad jego bogatą duchową spuścizną, tym bardziej, że życie ukryte według Koźmińskiego łączy się w historii duchowości z szerszym nurtem odkrywania tego potencjału przez inne postaci (duchowość pustyni), co pozwala mówić o inspirującym znaku czasu.
