A rtykuł został poświęcony idei zwierzchnictwa narodu. Pojęcie zwierzchnictwa narodu zaliczane jest w nauce prawa do najbardziej kontrowersyjnych i spornych. F ormułowane są różne koncepcje dla wyrażenia sensu tej kategorii pojęciowej. Daje tu o sobie znać wielopłaszczyznowość analizy: dominujące podejście prawne zderza się z ujęc iem politologicznym, psychologicznym i socjologicznym. W iele trudności i n ieporozumień metodologicznych dostarcza fakt, iż p ojęcie suwerenności odnosi się do d wu różnych – choć ze s obą powiązanych – zjawisk, a mianowicie: suwerenności państwa, określanej często terminem suwerenności ze- wnętrznej (obszar zainteresowania prawa międzynarodowego, prawa europejskiego i nauki o stosunkach międzynarodowych) oraz suwerenności narodu, nazywanej też suwerennością wewnętrzną.

This paper is devoted to the issue of national sovereignty. The concept of national sov- ereignty included in the science of law is the most controversial and contentious one. Idea zwierzchnictwa narodu 28 Various concepts are formulated to express the t rue sense of t his conceptual category. A m ultidimensional character of a nalysis manifests itself here: the d ominant legal approach collides with political and scientific, psychological as well as sociological perspectives. Many methodological obstacles and misunderstandings arise due to the fact that the concept of sovereignty refers to two different but interrelated phenomena, namely: the s overeignty of t he s tate, often referred to as external sovereignty (the area of i nterest of i nternational law, European law and t he science of i nternational relations) and n ational sovereignty, also defined as internal sovereignty.
