Jednym ze składników mienia komunalnego są nieruchomości, które pełnią różne funkcje w realizacji zadań samorządu terytorialnego. Podział nieruchomości ze względu na pełnione funkcje determinuje zasady i kryteria gospodarowania. W opracowaniu omówiono przesłanki wyboru wybranych form władania gruntami komunalnymi (sprzedaż i dzierżawę), zmiany skali sprzedaży bądź oddawania gruntów w dzierżawę oraz przedstawiono finansowe korzyści z tych dwóch form udostępniania praw do nieruchomości gruntowych.
