Conceptual Analysis in the Field of Management

In the literature on the subject, the terms steering, management and control are often used interchangeably. However, in the course of the terminological analysis, the author indicated the dependencies between these concepts and defined the area of their application. The conducted research allowed for the identification of the concept of command and the area of its influence. The system of command, as a special (specific) form of management, allowed for the presentation of the entirety of the commander's purposeful activity as part of the command system. As a result of the terminological analysis, the author drew attention to the diversity of the analysed concepts, which will allow for their purposeful and proper use in research in the field of social sciences in the disciplines of safety science as well as management and quality science.

The paper poses the question of possible consequences of steering Europe and altering its cultural identity. The author examines signifcant international documents and European institutions in view of the values they inherently entail. In his analysis of the possible course of events, on the one hand, he raises the issue of the emergence of new values and a new philosophy. On the other, he points out that the process of current cultural changes and the dominance of civilization over culture may lead to unpredictable and potentially dangerous results.

In the article cybernethics is presented as an interdisciplinary science and its place in modern science. Arguments supporting the need to include cybernethics in teaching programmes are substantiated. Types of problems capable of being solved thanks to the knowledge of cybernethics are illustrated.

Artykuł składa się z czterech części. W całości zawiera uzasadnienie, że dowodzenie, stosowane w organizacjach zhierarchizowanych, jest immanentną częścią zarządzania. Treści wywodu są poprzedzone wprowadzeniem wskazującym na niedostatki w zarządzaniu. Dwie kolejne części (druga i trzecia) zawierają argumentację przemawiającą za potrzebą uwzględniania dowodzenia w ogólnej teorii zarządzania. Całość zamyka krótkie zakończenie, nawiązujące do istoty problemu oraz bibliografia.

This article consists of four parts. In its entirety, it includes justification for the fact that command, used in hierarchical organizations is an immanent part of management. The contents are preceded by introduction pointing to deficiencies in management. Two following parts (the second and the third) contain arguments for the need of considering command in the general theory of management. The whole concludes with a short ending referring to the essence of the problem and bibliography.

The Rise of Governance and the Risks of Failure: the Case of Economic Development

Th is article explores the roles of markets, states, and partnerships in economic coordination and considers their respective tendencies to failure. Th e fi rst section addresses the growing interest in governance and seeks explanations in recent theoretical developments. Th e second section then asks whether the rise of the governance paradigm might also refl ect fundamental shifts in economic, political, and social life, such that governance will remain a key issue for a long time, or is a response to more cyclical shifts in modes of coordination. Th e third section considers the logic of ‘heterarchic governance’ in contrast to anarchic, ex post coordination through market exchange and imperative ex ante coordination through hierarchical forms of organization. It also off ers some preliminary refl ections on the nature, forms, and logic of ‘governance failure’. Th e fi nal section addresses the state’s increasing role in ‘meta-governance’, i.e., in managing the respective roles of these diff erent modes of coordination.

W artykule omówiono zagadnienie znaczenia rynków, państw i partnerstw w sferze koordynacji gospodarczej oraz niepowodzeń związanych z ich stosowaniem. W jego pierwszej części podjęto próbę wyjaśnienia zjawiska narastającego zainteresowania paradygmatem współzarządzania przez odwołanie się do ostatnich prac poświęconych temu zagadnieniu. W części drugiej postawiono pytanie o to, czy wzrost zainteresowania tym paradygmatem może odzwierciedlać fundamentalne zmiany społeczne i ekonomiczne czyniące tym samym zainteresowanie to zjawiskiem trwałym, czy też wiąże się on z cyklicznie zachodzącymi zmianami w sposobach koordynacji. Logikę "samoorganizującego się współzarządzania" i jej odrębności względem anarchicznej koordynacji ex post, właściwej dla wymiany rynkowej, oraz imperatywnej ex ante koordynacji hierarchicznej omówiono w kolejnej części artykułu. Przedstawiono tu także wstępne przemyślenia na temat natury, form i logiki "niepowodzeń współzarządzania". W ostatniej części artykułu podjęto zagadnienia wzrastającej roli meta-współzarządzania, np. zarządzania różnymi sposobami koordynacji.
