At the outset, this paper deals with the first nationwide strike in the Eastern Bloc, which took place in the GDR in June 1953, and its causes and consequences. Following this, it presents the particular problems and the possibilities for strikes during the initial post-war period and the period under the Soviet Occupation. As part of the socio-economic transformation of the Soviet occupied zone in Germany strikes were partially used in order to take action against private entrepreneurs. However, in the early 1950s strikes were called over bad working and living conditions or because the workers felt aggrieved. Hereafter, the fundamental issue of strikes within the conditions of a socialist system is: The communist party legitimized its rule as a “workers and peasants power” with the state property being seen as “people’s property” and hence workers could not go on strike against themselves. In the GDR, strikes never reached the extent of the ones in the weeks of June/July 1953. After this event until 1989, no larger scale demonstrations of workers for their rights or against the SED rule took place. Nevertheless, there were strikes; despite their differences, they showed certain characteristics and courses of action which are presented next. The numbers of people involved in strikes remained within manageable limits after 1953. Furthermore, strikes were initiated quickly and due to certain controversial subjects and therefore happened more spontaneously. Even after 1953 the subjects of the conflicts were mostly questions of wages and work norms, i.e. the income. These typical characteristics developed until the end of the 1950s and were preserved after. Nevertheless, the number of strikes changed considerably until the end of the GDR: at the beginning of the 1960s, they were still relatively high, but in the years of the economic reform declined sharply. Although numbers increased noticeably at the end of the 1960s, due to the economic crisis, strikes increasingly lost their importance throughout the 1970s and 1980s, with the numbers of participants decreasing drastically. The causes for this development are explained at the end of the paper.
Concerted activity is a fundamental institution of United States federal labor law, which applies both to union and non-union employees in the private sector. This article outlines its main concepts and compares some of its tenets to Polish labor law, as it applies to industrial relations. A point of departure for this analysis is the recent attempts of Amazon employees to resolve workplace conflicts by means of concerted activity in the period 2020-2022.
The backgrounds of workers strikes in the Polish communist era varied, depending on which historical period they were taking place in. In Upper Silesia, their specificity was additionally more acute due the heavy industry concentration in the region and vast numbers of workers. In Polish historiography of the post-1945 era it has become quite common to treat the strikes almost solely as elements of social resistance against the powers that be. What has frequently been overlooked is that social resistance is a broader phenomenon, as a rule defined as any spontaneous, unorganized and unguided protest against an imposed political and/or ideological order, usually bound up with defence of traditional values. Strikes constitute but one part of such protests; what is more, only a segment of them was of a political nature. The authors of the present article analyse the impact that workers strikes which had occurred in Poland’s largest industrial region exerted on the situation of the Polish People’s Republic (PRL). During the 1940s and at the beginning of the 1950s the Upper Silesian industrial region (Polish: GOP) was the centre of the resistance movement. The year 1956, when a special system of privileges and incentives was put forth for workers in the heavy industry sector, marked the end of social strikes in Upper Silesia for nearly two decades, in contrast to what was happening at the time in other parts of Poland. The system is now popularly identified with the figure of Edward Gierek, who was the first secretary of the Polish United Workers’ Party. Gierek’s system can be compared to the Hungarian Kadarism or the GDR model proposed by Erich Honecker which proved quite effective up until the 1980s. Gierek’s model of rule in Upper Silesia differed from governmental strategies in force in other parts of Poland, where due to both a lack of financial means and political willpower it was not possible to build a veritable ‘welfare state’. It was only the 1980 events on the Polish coast that ignited the workers strikes in Upper Silesia and its coal mines and ironworks, quickly spreading to most of industrial plants in the region. Considering the significance of the Upper Silesian industrial region for the whole of Poland, without these Silesian strikes the 1980 success of Solidarity would not have been possible.
Social arbitration as the third method of resolution of collective disputes can be used to resolve a dispute in an amicable manner. Thanks to this method, parties to the collective dispute can end their conflict thanks to the arbitration award with no need to go on strike. The author analyses the legal nature of arbitration awards and presents consequences of the related labour law legislation. The conclusion is as follows: current legal regulations are in need of change, especially when it comes to the execution, amendment and supplementation of an award issues as a part of social arbitration with the involvement of trade unions, employers or their organisations.
The article contains a critical presentation of Daniel Guérin’s work: Rosa Luxemburg and revolutionary spontaneity publushed in 1971. Daniel Guérin accuses Rosa Lusemburg of theoretical inconsequence and disorder. These accusations are presented in the light of critical approach towards Guérin’s narrowminded anarchism and its line.
The purpose of this text is to present the situation in Polish education after the changes introduced on September 1, 2017, with particular emphasis on the status of the teacher as an employee. The new regulations became the essence of the conflict between education workers and the government, leading to a nationwide strike of education staff, which took place in April and May 2019. The article discusses the changes and problems that the directors of educational institutions and teachers had to face in the context of new regulations in the education system, principles of employing and remunerating teachers and operating trade unions representing teachers’ employee interests. The article presents the causes of the conflict that led to the strike action, discusses its course, presents the stages of the negotiations and attempts to assess the consequences of the strike. The collected and structured information can be especially valuable for people who are not professionally related to education. They will allow anyone interested to get to know the inside out problem and will be helpful in objectively assessing teachers’ requests. The study mainly used press publications on the teachers’ strike, normative acts, commentaries on acts, and also made use of own research.

Celem niniejszego tekstu jest przedstawienie sytuacji w polskiej oświacie po zmianach wprowadzonych 1 września 2017 roku, ze szczególnym uwzględnieniem statusu nauczyciela jako pracownika. Nowe regulacje stały się istotą konfliktu między pracownikami oświaty i rządem, doprowadzając do ogólnopolskiego strajku kadr oświaty, który miał miejsce w kwietniu i maju 2019 roku. W artykule omówiono zmiany i problemy, z którymi zmuszeni byli zmierzyć się dyrektorzy placówek oświatowych oraz nauczyciele w kontekście nowych regulacji w systemie edukacji, zasad zatrudniania i wynagradzania nauczycieli oraz działających organizacji związkowych reprezentujących interesy pracownicze nauczycieli. W artykule przedstawiono przyczyny konfliktu, który doprowadził do akcji strajkowej, omówiono jej przebieg, przedstawiono etapy negocjacji oraz podjęto próbę oceny skutków strajku.Zebrane i uporządkowane informacje mogą być szczególnie cenne dla osób, które nie są związane zawodowo z oświatą. Pozwolą każdemu zainteresowanemu poznać problem „od podszewki” i będą pomocne w obiektywnej ocenie żądań nauczycieli. W pracy wykorzystano przede wszystkim publikacje prasowe dotyczące strajku nauczycieli, akty normatywne, komentarze do ustaw, posiłkowano się także własnymi badaniami.
Własność pracodawcy jest dobrem chronionym przez Konstytucję. Podlega ona także ochronie w sporze zbiorowym. Prawo własności nie jest jednak chronione w sposób bezwzględny. Ograniczenie tego prawa uwarunkowane jest spełnieniem ściśle określonych przesłanek. W sporze zbiorowym bezwzględna ochrona własności pracodawcy obejmuje sytuację, gdy dojdzie do nielegalnej akcji strajkowej. W przypadku strajku legalnego ochrona własności pracodawcy jest ograniczona, gdyż w jej wyniku może powstać po stronie pracodawcy szkoda. Szkoda ta musi mieć jednak ograniczony charakter, to znaczy skala jej winna pozostawać w adekwatnej proporcji do stawianych żądań. Naruszenie adekwatności stawianych żądań w stosunku do wysokości wyrządzonej szkody może skutkować odpowiedzialnością cywilną organizatorów strajku. W trakcie strajku legalnego ochrona własności oznacza także, że pracodawca nie może zostać przez strajkujących ograniczony w pełnieniu obowiązków i wykonywaniu uprawnień w stosunku do pracowników nie biorących udziału w tym proteście.

Employer’s ownership is protected by the Constitution and is subject to protection during a collective dispute. The ownership, however, is not protected absolutely. The limitation of the ownership is contingent upon the precise prerequisites to be satisfied. The absolute protection of employer’s ownership in the collective dispute refers to a situation where an illegal strike takes place. In case of a legal strike the protection of employer’s ownership is limited since, as a result, the employer may su`er damage which must be limited in the sense that its amount should be adequately proportional to the demands made. The breach of the adequacy of the demands made in relation to the amount of damage injured may result in civil liability of the strike organisers. In the course of strike the ownership protection also means that the employer may not be limited by the strikers in performing its obligations and exercising its rights in relation to the employees not taking part in the protest.
The author asks about the mission of the university understood as an axiologically defined way of life. She follows the history of the university reform in Chile in the 20th century, its two key moments from the point of view of university reflection: the strike in 1949 and in 1967. She notes that the strike phenomenon, although contrary to the idea of the university, is a tool for the disclosure of the university community. Both strikes were organized by architecture students at private Catholic universities (in Santiago and Valparaíso, respectively), hence the demands for total reorganization, research autonomy, modernization and democratization can be regarded as radical. The author describes the research and teaching practice of the so-called School of Valparaíso, which can be considered the most important source and largest beneficiary (having been granted the Open City area) of the university reform in Chile. The ideas of architect Alberto Cruz Covarrubias and poet Godofredo Iommi Marini are also a good case for analyzing the problem of university autonomy (the issue of apoliticality) and questions about when the university fails in its mission.
Artykuł podejmuje problematykę charakteru i specyfiki porozumień postrajkowych jako opartego na ustawie sposobu zakończenia sporu zbiorowego na etapie strajku. Poszczególne zagadnienia są prezentowane w sposób problemowy i z odwołaniem do obowiązujących w tym zakresie poglądów doktryny prawa pracy. Autorka stara się kompleksowo przybliżyć czytelnikowi cechy i istotę porozumień ze względu na takie czynniki jak strony uprawnione do ich zawarcia, treść, formę, obowiązywanie porozumień oraz ich relacje z innymi źródłami prawa pracy, indywidualnym stosunkiem pracy oraz umowami.

The article describes the nature and specifics of the after-strike collective agreements which are based on legislation as a way of ending labor dispute at the stage of the strike. The issues are presented as unsolved problems and with reference to the various views which occur in the labor law doctrine. The author tries to give the reader a comprehensive view about features and the essence of the agreements due to such factors as: the entitled parties, content, form, validity of agreements and relations with other sources of labor law, contracts of employment and civil law contracts.
The right to strike action is one of the fundamental human rights and trade union freedoms. Strike, as a form of protest against broadly understood injustice is one of the most important measures of trade union protection of workers’ interests. However, the right to strike is not absolute and its legal use must often take into account the interests of the employer and third parties. The aim of the article is to assess – basing on a review of the literature and the case-law – the doctors’ right to strike from a legal, ethical and moral perspective. The issue of medical practitioners’ right to participate in a strike is ambiguous in view of the legislation currently in force, and two opposing positions have developed in the collective labour law literature. The problem of the legality of this form of protest of medical practitioners is nowadays left to the assessment of the parties to a collective bargaining dispute, carried out based on the general clause of a possible “threat to human life and health or national security”, with the lack of appropriate judicial review in this regard. It is, therefore, undoubtedly necessary for the legislature to take appropriate pro futuro legislative action.

Prawo do strajku należy do podstawowych praw człowieka oraz wolności związkowych. Strajk, jako jedna z form protestu przeciwko szeroko rozumianej niesprawiedliwości, należy do najistotniejszych środków związkowej ochrony interesów pracowniczych. Prawo do strajku jednak nie ma charakteru bezwzględnego, a korzystanie z niego w sposób legalny musi niejednokrotnie uwzględniać interes pracodawcy i osób trzecich. Celem artykułu jest ocena legalności strajku lekarzy z punktu widzenia regulacji ustawowych oraz zasad etycznych i moralnych, przy uwzględnieniu poglądów literatury i orzecznictwa. Kwestia prawa lekarzy do udziału w strajku jest na gruncie aktualnego stanu prawnego niejednoznaczna, a w literaturze zbiorowego prawa pracy wykształciły się dwa przeciwstawne stanowiska w tym zakresie. Problem legalności tej formy protestu lekarzy pozostawiony jest obecnie w zasadzie jedynie ocenie stron sporu zbiorowego, dokonywanej przez pryzmat ogólnej klauzuli ewentualnego „zagrożenia życia i zdrowia ludzkiego lub bezpieczeństwa państwa”, przy jednoczesnym braku odpowiedniej kontroli sądowej w tym zakresie. Niewątpliwie zatem wymagane jest podjęcie przez ustawodawcę odpowiednich działań legislacyjnych pro futuro.
In this article, based on his bachelor thesis, the author deals with the role of the working-class movement in the public space in late 19th and early 20th century Moravia. The key study the author examines is of a city of Třebíč, one of the centers of the shoe industry and working-class movement in late Habsburg Moravia. The author made a spatial analysis of the city, determining different areas and their development over the time. Based on that, he additionally carried out an analysis of various ways the working-class movement was entering the public space and communicating within, such as strikes, demonstrations, riots and meetings.
Regulation (EC) No 261/2004 states that air carrier shall not be obliged to pay compensation for cancelled flights, if it can prove that the cancellation is caused by extraordinary circumstances which could not have been avoided even if all reasonable measures had been taken. Although that regulation does not expressly define the concept of 'extraordinary circumstances', the EU legislature indicated that it may occur in the event of events such as those mentioned in recital 14 of that regulation. This recital mentions, inter alia, 'strikes that affect the operation of an operating air carrier'. However, the CJEU takes the position that a strike by the air carier`s own employees can not be deemed as an extraordinary circumstance, except when the implementation of employees' requests is beyond its competence and requires legislative action. The article presents the rulings of the CJEU and arguments supporting the thesis that the reasoning adopted by the Court leads to the violation of the freedom to conduct a business (established in Article 16 of the Charter of Fundamental Rights of the European Union) and the employer's right of negotiation (enshrined in Article 28 of the Charter).

Rozporządzenie WE nr 261/2004 wyłącza odpowiedzialność przewoźnika lotniczego z obowiązku wypłaty odszkodowania pasażerom za odwołane loty w przypadku wystąpienia „nadzwyczajnych okoliczności”, których nie można było uniknąć pomimo podjęcia wszelkich racjonalnych środków. Chociaż rozporządzenie to nie definiuje wyraźnie pojęcia „nadzwyczajnej okoliczności”, prawodawca Unii wskazał, że może ona zachodzić w przypadku zdarzeń takich jak wymienione w motywie 14 tego rozporządzenia. Motyw ten wymienia między innymi „strajki mające wpływ na działalność przewoźnika”. Trybunał Sprawiedliwości Unii Europejskiej (TSUE) prezentuje jednak stanowisko, zgodnie z którym strajk personelu przewoźnika lotniczego zasadniczo nie stanowi nadzwyczajnej okoliczności, z wyjątkiem sytuacji gdy realizacja żądań pracowników wykracza poza jego kompetencje i wymaga działań ustawodawczych. W artykule przedstawiono rozstrzygnięcia TSUE oraz argumenty na poparcie tezy, że przyjęty przez Trybunał tok rozumowania prowadzi do naruszenia wolności prowadzenia działalności gospodarczej (ustanowionej w art. 16 Karty praw podstawowych UE) oraz prawa pracodawcy do rokowań (zagwarantowanego w art. 28 Karty praw podstawowych UE).

The article deals with the issue of asserting the rights and interests of all employees who enjoy the representation of trade union organisations in their disputes with the employer. The aim of the article is to give a detailed presentation of issues related to collective labour disputes. To achieve this aim, the stages at which the rights and interests underlying collective labour disputes are presented in detail. This study employs the dogmatic-legal method. The author carries out an analysis and interpretation of the provisions relating to collective labour disputes in the field of labour law. It was vital to examine the legal norms established by the legislator. A description and systematisation of the applicable legislation was also conducted. Issues relating to the resolution of collective disputes in the workplace are presented theoretically with a detailed discussion of the specific stages. This presented work is divided into four parts. The first presents the basic notions related to collective labour disputes. The sections that follow present the problems involved in the particular stages of claims enforcement based on employment relationship, i.e. bargaining, mediation, and arbitration. The rules for joining specific stages of resolving the above mentioned disputes were also discussed. To a large extent, the issues elucidated here bring the reader, and above all entities involved in collective labour conflicts, closer to the methods of asserting their own rights and interests.
While the United States Constitution has attracted considerable attention at an international level, less focus has been made upon the constitutions of the individual states that comprise the United States. This article examines the capacity of such state constitutions to provide collective bargaining rights to public sector employees, who are not given such rights under either the federal constitution or by federal legislation. Existing state constitutional provisions that address the bargaining rights of public employees, as well as interpretive case law, are examined in detail. The aim of the article is to ultimately aid states with similar dormant constitutional provisions, or states contemplating the adopting of such clauses to their own constitutions, by providing a model to follow and drafting mistakes to avoid.

Wprawdzie konstytucja Stanów Zjednoczonych znajduje się w centrum uwagi na płaszczyźnie międzynarodowej, mniej uwagi poświęca się konstytucjom indywidualnych stanów, które składają się na Stany Zjednoczone. Niniejszy artykuł zajmuje się zbadaniem, czy takie konstytucje stanowe udzielają sektorowi pracowników publicznych praw do zbiorowych negocjacji. Pracownicy ci nie mają takich praw na mocy konstytucji federalnej czy też według ustawodawstwa federalnego. W tekście badane są szczegółowo istniejące zabezpieczenia stanowych konstytucji, jak też interpretacyjne prawo precedensowe. Celem artykułu jest ostatecznie pomóc stanom, w których takie zabezpieczenia nie funkcjonują lub stanom, które rozważają przyjęcie takich zapisów do ich własnych konstytucji, dostarczając modelu lub opisując błędy, jakich należy uniknąć.
Dwa znaczące protesty społeczne, które miały miejsce w Polsce w ostatnich latach – masowa mobilizacja kobiet przeciwko zakazowi aborcji i okupacja budynku Sejmu przez opiekunów osób niepełnosprawnych – nazywano strajkami. W artykule analizujemy wydarzenia związane ze Strajkiem Kobiet w 2016, 2017 i 2018 roku oraz strajk Rodziców Osób Niepełnosprawnych z 2018 roku, ujmując strajk jako formę protestu. Dlaczego obydwa protesty nazwano strajkami i jakie są implikacje określania ich przy użyciu terminologii z zakresu sporów zbiorowych? W Polsce strajki są formą zbiorowego, zinstytucjonalizowanego konfliktu pracowników najemnych, organizowanego wyłącznie przez związek zawodowy zarejestrowany w określonym miejscu pracy, a ich przedmiotem mogą być wyłącznie sprawy związane z miejscem pracy, nie zaś sprawy polityczne i znajdujące się poza gestią pracodawcy. Strajk Kobiet i protest Rodziców Osób Niepełnosprawnych nie były strajkami de iure, odrzucały jednak podział na produkcję (pracę najemną) i reprodukcję (praca nieodpłatna), co nadało szczególne znaczenie „odmowie pracy”, jaka miała wówczas miejsce. Użycie koncepcji strajku i stworzenie przestrzeni łączącej różne działania związane z walkami o prawa pracownicze i reprodukcyjne skutkowało upodmiotowieniem protestujących. Interpretujemy to jako strategię przejęcia typowych akcji protestacyjnych zarezerwowanych wcześniej dla pracowników najemnych.

Two significant social protests that took place in Poland in recent years – a massive mobilisation of women against a ban on abortion and an occupation of the Sejm building by carers of persons with disabilities – were called strikes. In this article, we analyse the Polish Women's Strike events of 2016, 2017 and 2018 and the strike of parents of persons with disabilities of 2018 from the perspective of a strike as a form of protest. What does it mean that both protests have been called strikes and what are the implications of incorporating the terminology of labour disputes by both protests? Strikes in Poland are a form of collective, institutionalized industrial action of workers in wage employment, organized only by a trade union registered in a certain workplace and its subject can be exclusively of workplace matters and not on matters that are political and beyond an employer’s influence. The Polish Women's Strike and the protest of parents of persons with disabilities were not strikes de iure, however they rejected division between production (wage labour) and reproduction (non-wage labour), which gave a deeper meaning to the “refusal of work”. The empowerment of this event was derived from taking over the concept of the strike and providing an inclusive space to connect different actions related to struggles for reproductive rights. We interpret this as a strategy of cooptation and occupation of typical protest actions reserved for wage labour.
The aim of the article is to look at what and how important for the contemporary history of Central Europe events were presented in popular culture, which is represented here by board games. They are subjected to analysis six historical games created primarily in Poland, although one title comes from Czechoslovakia, which in various ways tell about selected events from the communist period, including about the papal pilgrimage, strikes and martial law.
Autorzy przedstawiają porównanie pomiędzy standardami europejskimi w zakresie prawa do strajku (art. 6 § 4 Europejskiej Karty Społecznej) i polską ustawą z dnia 23 maja 1991 r. o rozwiązywaniu sporów zbiorowych. Dochodzą do wniosku, że nie ma przeszkód prawnych dla ratyfikowania przez Polskę tych podstawowych standardów europejskich z zakresu zbiorowego prawa pracy. W szczególności należy podkreślić, że monopol związków zawodowych w zakresie organizowania strajków oraz innych form akcji protestacyjnych objętych regulacjami polskiego prawa pracy, wprowadzony przez polską ustawę o rozwiązywaniu sporów zbiorowych, nie jest utrudnieniem dla tej ratyfikacji. Dorobek orzeczniczy Europejskiego Komitetu Praw Społecznych, działającego przy Radzie Europy, dopuszcza krajowe rozwiązania prawne, które ograniczają prawo organizowania strajków przez grupy pracowników niebędących członkami związków zawodowych, o ile stosowne regulacje krajowe nie ustanawiają zbyt restrykcyjnych wymagań dotyczących utworzenia związku zawodowego, uprawnionego do przeprowadzenia strajku. Polska ustawa o rozwiązywaniu sporów zbiorowych była analizowana przez Europejski Komitet Praw Społecznych i została uznana za akt prawny umożliwiający pracownikom, zainteresowanym w zorganizowaniu akcji protestacyjnej, utworzenie związku zawodowego w stosunkowo łatwy sposób. Pozostałe wymagania prawne wynikające z regulacji polskiego zbiorowego prawa pracy są również zgodne ze standardami europejskimi. W 30. rocznicę strajku zorganizowanego w dawnej stoczni im. Lenina w Gdańsku przez pracowników, którzy formalnie nie byli w tamtym czasie członkami związku zawodowego, trzeba powiedzieć, że NSSZ “Solidarność” ma pełne prawo domagania się od władz Rzeczpospolitej Polskiej dokonania ratyfikacji art. 6 § 4 Europejskiej Karty Społecznej.
The purpose of this article is to show the chaplain’s activity in the fight against sanitation. Opposition to the hero of this article against the government after the May coup was reflected mainly in his articles published in the interwar press. It should also be noted that the chaplain was a strong opponent of the 1926 May coup and the event was strongly condemned. In addition, the chaplain was an ardent and uncompromising patriot. The overriding goal for the chaplain was the good of the state based on democratic and sovereign principles. He was also an advocate of the emancipation of the Polish village and its inhabitants. Many valuable articles written by this chaplain were an impulse a clue to the then opposition. This opposition adopted an unwavering attitude to the ruling country. This article is characterized by an ideological and programmatic contribution to the development of the popular movement in the Second Polish Republic. In summary, the chaplain expressed his views on many political, social and national issues. However, over the years the chaplain’s attitude has evolved and his views have become more pragmatic at the time. This attitude was then mainly due threat of an outbreak of world armed conflict.

Celem artykułu jest ukazanie aktywności księdza kapelana Józefa Panasia w walce z obozem sanacji. Stosunek kapelana do rządów pomajowych znajdował odzwierciedlenie przede wszystkim w jego artykułach publikowanych na łamach prasy ludowej okresu międzywojennego. Ksiądz kapelan był żarliwym i bezkompromisowym patriotą oraz zdecydowanym przeciwnikiem zamachu majowego z 1926 r. Wydarzenie to w sposób zdecydowany i jednoznaczny potępił. Nadrzędnym celem działalności ks. J. Panasia było dobro państwa, opartego na zasadach demokratycznych i suwerennych. Był też orędownikiem emancypacji wsi polskiej i jej mieszkańców. Wiele cennych i wartościowych tekstów pióra kapelana było także impulsem i wskazówką do niezłomnej postawy niektórych członków ówczesnej opozycji z rządzącymi. W artykule scharakteryzowano ideowo-programowy wkład J. Panasia w rozwój ruchu ludowego w okresie II Rzeczypospolitej. Ksiądz kapelan dawał wyraz swoim poglądom na wiele zagadnień politycznych, ustrojowych i narodowościowych. Jednakże z biegiem lat jego postawa wobec sanacji ewoluowała i jego ocena ówczesnej rzeczywistości stawała się bardziej liberalna i pragmatyczna. Wynikało to w dużej mierze ze zbliżającego się niebezpieczeństwa i realnej groźby wybuchu światowego konfliktu zbrojnego.
Poland’s regaining of independence in 1918 contributed to increased activity of workers’ movements. Employees who wanted improved working conditions, normalised work hours and increased wages in many cases organised demonstrations to achieve their goals. Members of the Trade Union of Waiters with the central office in Warsaw, who could not communicate with the stubborn owners of restaurants and cafes, undertook atypical forms of striking, which sometimes became a threat to the health and lives of the customers. Members of the Lublin branch, following the example of the waiters from Warsaw, organised many protests in restaurants, at the same time disputing with their employers in the local press.

Odzyskanie przez Polskę niepodległości w 1918 roku przyczyniło się do wzrostu aktywności ruchów robotniczych. Pracownicy, chcąc poprawy warunków, unormowania godzin pracy oraz podwyższenia pensji, w wielu sytuacjach organizowali demonstracje, aby osiągnąć swoje cele. Istniejący wówczas Związek Zawodowy Kelnerów z centralną siedzibą w Warszawie, nie mogąc porozumieć się z nieustępliwymi właścicielami lokali gastronomicznych, podejmował się organizowania nietypowych form strajków, które niekiedy stanowiły zagrożenie dla zdrowia i życia klientów. Członkowie lubelskiego oddziału tej organizacji, wzorując się na działaniach warszawskich kelnerów, przeprowadzili wiele akcji protestacyjnych w lokalach, jednocześnie polemizując ze swoimi pracodawcami na łamach lokalnej prasy.
