Szkoły i placówki niepubliczne są finansowane ze źródeł prywatnych, przede wszystkim z czesnego opłacanego przez rodziców uczniów, oraz ze środków publicznych w postaci dotacji udzielanych im przez jednostki samorządu terytorialnego. W niniejszym artykule na podstawie analizy prawnej wspartej przeglądem literatury przedstawiono złożoność obecnych rozwiązań w zakresie trybu i zasad udzielania dotacji oświatowej podmiotom niepaństwowym i niesamorzą-dowym, a także sposób ich uzyskiwania, wykorzystywania i rozliczania przez beneficjentów. Uwzględniono przy tym zróżnicowanie szkół niepublicznych oraz ewolucję najważniejszych rozwiązań proceduralnych w warunkach decentralizacji polityki oświatowej w Polsce na prze-strzeni ostatnich 25 lat.

Non-public schools and institutions are financed from private sources, mainly from tuition fees paid by parents and public funds in the form of grants awarded by local government units. This article, based on a legal analysis supported by the literature review, presents the complexity of current solutions in the mode and principles of granting educational grants to non-state and non-governmental entities, as well as the way they are acquired, used and settled by beneficiaries. The paper has taken into account diversity of non-public schools and the evolution of the most important procedural solutions under the decentralization of education policy in Poland over the last 25 years.

The author of the article proposes the following theses: political transformations enabled the democratisation of the Polish educational system and the creation of non-public (private) schools in Poland after 1989; the creation of the Educational Social Association initiated the creation of non-public schools in Poland; the creation of Szczecin International School (SIS) as a response to the needs of the market of the international community settling down in Szczecin; the activities of SIS, a school that runs an inter-cultural education; international programmes that make it possible to teach in a culturally diversified environment; familiarisation with another culture as a way to the acceptance, tolerance and understanding.
