The Belt and Road Initi ati ve (BRI): Implications for Iran-China Relations

The article focuses on the Belt and Road Initiative, which was introduced by the leadership of the People’s Republic of China in 2013, and its political as well as economic implications for Iran China relations. The ongoing implementation of the Chinese initiative raises a few research questions. Would both sides benefit from the cooperation in the BRI framework or would one of them maybe have the upper hand? What are the main opportunities and challenges in the case of China-Iran relations and BRI implementation? The analysis is conducted in the framework of the grand strategy theory. This study is based on primary sources such as official governmental documents, speeches of influential politicians, and official statistical data. Besides these sources, information from secondary sources like monographs and academic articles was taken into consideration.

Celem artykułu jest ukazanie dylematów i postaw polskiego rządu związanych z uczestnictwem w chińskiej inicjatywie Belt and Road. Tezą pracy jest twierdzenie, że inicjatywa Belt and Road podzieliła główny nurt dyskursu publicznego na dwa główne wątki: opcję o optymistycznym nastawieniu – dostrzegającą szanse partycypacji w tej inicjatywie oraz dyskurs pesymistyczny – ukazujący zagrożenia dla bezpieczeństwa państwa polskiego. Autorzy odpowiedzą na następujące pytania badawcze: jak BRI jest przedstawiana w polskim dyskursie publicznym? Jakie są główne szanse i wyzwania wynikające z przystąpienia Polski do inicjatywy? Dokonana zostanie także analiza danych zastanych wszelkiego rodzaju płaszczyzn relacji polsko-chińskich.

The aim of the article is to show the dilemmas related to the Poland’s participation in the Chinese Belt and Road Initiative. The theory behind the paper is that the Belt and Road Initiative has divided the mainstream of public discourse into two main threads: an optimistic option – one that sees opportunities in the participation in the initiative – and a pessimistic one, highlighting the threats to the security of the Polish state. The authors will answer the following research questions: how is the BRI presented in the Polish public discourse? What are the main opportunities and challenges resulting from Poland’s accession to the initiative? A desk research analysis of all types of Polish-Chinese relations will also be conducted.

W artykule dokonano analizy interakcji – niezwykle złożonej i bezprecedensowej – niematerialnej (kulturowej) na historycznym Szlaku Jedwabnym. Ta właśnie płaszczyzna interakcji inspiruje również współczesne działania związane z Inicjatywą Pasa i Szlaku. Szczególnie ważny dla autora jest fakt, iż mechanizm ekonomiczny, będący siłą napędową historycznego Szlaku, stał się zaproponowaną – niejako alternatywną dla historii tradycyjnej – ścieżką rozwoju ludzkości, w której tradycja, wynikająca z kultu przemocy, stanowiła w istocie nieprzerwany ciąg wojen i podbojów. Kreśląc główne elementy, ogłoszonej przez Prezydenta Xi Jinpinga w 2013 r., Inicjatywy Pasa i Szlaku, zestawiono profil współczesnego projektu z bezprecedensowymi osiągnięciami jego historycznego odpowiednika i postawiono pytania o – między innymi – najważniejsze lekcje z przeszłości, wnioski oraz o inspiracje z tym związane. Współczesnym Chinom zależy na tym, aby ich dotychczasowy sukces w dziedzinie produkcji i handlu w dobie postępującej globalizacji został teraz przypieczętowany projektem Pasa i Szlaku tworzącym nową infrastrukturę transportu i handlu w skali świata. W perspektywie mogłoby to nawet stworzyć podstawy nowego ładu globalnego, który – paradoksalnie – mógłby zawierać określone korekty w stosunku do tego porządku, który otworzył drogę na sam szczyt właśnie Chinom.

In his paper, the author analyses a complex non-material (cultural) interaction on the historic Silk Road that appears to be very complex and unprecedented. To the impressive material exchange, based mainly on trade, the Silk Road inspires the today’s Chinese Belt and Road Initiative. Especially important for the author is the fact that the economic mechanism of trade, which was the main driving force of the ancient trade route, has potentially become the proposed, alternative development path for humanity, where tradition, resulting from the cult of violence, was in fact a virtually uninterrupted string of wars and conquests. The outlining of main elements of the Initiative, announced by President Xi Jinping in 2013, is used by the author to compare the profile of this modern project with the unprecedented historical achievements of its historic predecessor. The questions are asked about - among other things - the most important lessons from the past, conclusions and inspirations for the modern initiative. Contemporary China would like to seal its to-date globalisation success in the field of production and trade with the gigantic project of Belt and Road with the aim to create a new infrastructure for transportation and trade on the truly global scale. In the long run, this could even lay the groundwork for the new world order, which – paradoxically - could contain certain adjustments to the order conceived by the West, which has opened the way to the top for China.
