In the article a brief characterization of Silesian voivodeship with special emphasis on the changes taking place in its labour market has been made. However the main part of the article has been devoted to sociological analysis of the Regional Action Plan for Employment which is a strategic document from the point of view of labour market policy. It has been elaborated at the regional level. In the article the procedure of its creation that included public consultation has been described as well as its goals for 2014 and proposals for actions to be taken under the following priorities: 1. adaptive labour market and 2. strengthening labor market services. In addition different categories of the unemployed persons who – according to the Regional Operational Programme – should receive professional support during the EU Budget and Financial Perspective for 2014–2020 have been identified. Moreover one of the projects ‘Silesian challenges’ which aim was to activate women from mining families both in social and professional dimensions has been depicted. Because of its assumptions this project inscribed in the regional strategic documents that concern labour market policy.

W artykule dokonano krótkiej charakterystyki województwa śląskiego, akcentując przemiany zachodzące na regionalnym rynku pracy. Zasadnicza część artykułu dotyczy próby socjologicznego oglądu Regionalnego Planu Działań na rzecz Zatrudnienia. Jest to strategiczny dokument dotyczący polityki rynku pracy tworzony na poziomie regionu. W artykule opisano procedurę tworzenia tego dokumentu, który poddany został konsultacjom społecznym. Opisano jego cele na rok 2014 oraz propozycje podejmowania działań w ramach następujących priorytetów: adaptacyjny rynek pracy i wzmocnienie obsługi rynku pracy. Ponadto wyszczególniono kategorie osób bezrobotnych, które zgodnie z Regionalnym Programem Operacyjnym mają w głównej mierze otrzymywać wsparcie w zakresie aktywizacji zawodowej w perspektywie budżetowej UE na lata 2014–2020. Opisano ponadto jeden ze zrealizowanych projektów pt. „Śląskie Wyzwania”, który dotyczył aktywizacji społeczno-zawodowej kobiet z rodzin górniczych. Projekt ten swoimi założeniami wpisywał się w regionalne dokumenty strategiczne dotyczące polityki rynku pracy.
