Due to the growth in dwelling maintenance costs, the rising rent rates and population impoverishment, the households’ demand for social apartments is increasing. Unfortunately, the municipal housing assets do not increase at the same pace. The aim of the paper is to assess the current economic and social situation of communal resources in relation to the social housing in Poland and the potential directions of their development. It is intended to discuss, in what part the current resources of social apartments meet the housing needs of the Polish population with lower incomes.

Zmiana warunków funkcjonowania gospodarki i państwa, w tym reaktywacja samorządu terytorialnego nałożyła nowe zadania w zakresie zaspokojenia potrzeb mieszkaniowych. Władze samorządowe w wyniku przekształceń systemowych, zostały zobowiązane do kształtowania i poprawy dotychczasowej sytuacji mieszkaniowej swojej gminy. W tym celu uchwalono szereg aktów prawnych istotnych dla funkcjonowania sektora mieszkaniowego. Poprawa warunków mieszkaniowych w Polsce upatrywana jest w przyjęciu długookresowych programów rozwoju budownictwa mieszkaniowego oraz zintensyfikowaniu działań gmin w zakresie stworzenia warunków kształtowania sytuacji mieszkaniowej. W artykule podjęto próbę oceny stanu przygotowania Gminy Łódź do realizacji obowiązku uchwalenia przez gminę programu wieloletniego. Zgodnie bowiem z art. 21 ustawy o ochronie praw lokatorów, mieszkaniowym zasobie gminy i o zmianie Kodeksu cywilnego, szczegółowe działania gminy w zakresie prawidłowej realizacji polityki mieszkaniowej, powinny być ujęte w Wieloletnich Programach Gospodarowania Mieszkaniowym Zasobem Gminy.

Changes in conditions of the economy, including the reactivation of the local government, have imposed new tasks with respect to satisfying housing needs. As a result of systemic transformation, the local governments have been obliged to shape and improve the existing housing conditions of their community. For this purpose number of laws important for the functioning of the housing sector have been introduced. Improving housing conditions in Poland is seen in the adoption of the long-term development programs of housing development and intensification of activities in the realm of creating conditions for shaping housing situation. This article attempts to evaluate the readiness of Lodz municipality to fulfil the obligation of the municipality to adopt a multiannual program. According to Art. 21 of Protection of Tenants’ Rights, Municipal Housing Stock and amending the Civil Code Act, detailed undertakings of the municipality authorities regarding proper implementation of the housing policy should be included in “Wieloletni Program Gospodarowania Mieszkaniowym Zasobem Gminy”.

Obserwowany od dawna wzrost kosztów utrzymania mieszkania, skutkujący wzrastającym czynszem oraz postępujące zubożenie społeczeństwa, powoduje zwiększone zapotrzebowanie liczniejszej grupy gospodarstw domowych na lokale socjalne. Niestety mieszkaniowy zasób gminny nie wzrasta w tym samym tempie. W artykule podjęto próbę oceny obecnej sytuacji ekonomiczno-społecznej gminnych zasobów w odniesieniu do lokali socjalnych w Polsce oraz potencjalnych kierunków ich rozwoju. Ma on stanowić odpowiedź, na ile obecnie posiadany zasób lokali socjalnych wypełnia lukę potrzeb mieszkaniowych ludności Polski o niższych dochodach.

The aim of the paper is to assess the current economic and social situation of communal resources in relation to the public housing in Poland and the potential directions of their development. It is intended to discuss, to what extent the current resources of public flats meet the housing needs of the Polish low-income population.
