W  obowiązującej do marca 2015 roku ustawie Prawo o  aktach stanu cywilnego z 1986 roku prawodawca uzależniał obowiązek zatrudnienia innej osoby na stanowisku kierownika USC od liczby mieszkańców gminy, przy czym gmina wówczas stanowiła okręg urzędu stanu cywilnego. Nowa ustawa z 2014 roku, która weszła w życie z dniem 1 marca 2015 roku, wiąże już tę powinność z liczbą mieszkańców okręgu rejestracji stanu cywilnego, przy tym okręgiem tym jest gmina. Autorka poddaje analizie tę zmianę, zastanawiając się, czy była ona konieczna i rzeczywi- ście przyniosła pożądane efekty, czy też była to tylko zmiana terminologiczna. Wnioski, do których doszła, skłoniły ją do zaproponowania zupełnie nowego rozwiązania tej kwestii, które w jej ocenie powinno najlepiej sprawdzić się w praktyce.

In the Public Registry Records Law act from 1986, which was in force since March 2015, the legislator made the obligation to employ another person as a Registrar conditional on the number of commune inhabitants and the commune constituted public registry once district then. The new act from 2014, which came into force on 1 March 2015, makes this duty bound with the number of inhabitants of marital status registration district and it is the commune that is the district. The author analyses the above mentioned change pondering whether it was necessary and really produced the desired e|ects or it was a merely terminological change. The conclusions which she drew have made her propose a completely new solution of this issue, which should prove useful in practice in her opinion.
