The article attempts to answer the question of whether the Law on Petitions, adopted in July 2014, which raised hopes for the initiation of civic activity, has actually triggered the expected changes. The analysis of the petitions received by the Polish Sejm since the Act entered into force (September 2015), seems to conﬁrm these expectations. The way in which the Sejm examines petitions -and it typically adopts decisions to reject them – shows that, regardless of the number of petitions submitted, the eﬀectiveness of this legal institution is, by deﬁnition, limited, as petitions are an instrument of semi-direct democracy. The addressees of petitions are not legally obliged to take their demands into account.

Prezentowany tekst stanowi próbę odpowiedzi na pytanie, czy uchwalona w lipcu 2014 roku ustawa o petycjach, z którą wiązano nadzieje na uruchomienie obywatelskich aktywności faktycznie wygenerowała oczekiwane zmiany. Analiza, obejmująca liczbę petycji wpływających do Sejmu od momentu wejścia tej ustawy w życie (wrzesień 2015) wydaje się oczekiwania te potwierdzać. Z drugiej strony, sposób rozpatrywania petycji przez tę izbę a przede wszystkim najczęściej podejmowane, oddalające je decyzje świadczą o tym, że niezależnie od liczby składanych petycji, ze względu na to, że stanowią one instrument demokracji semibezpośredniej skuteczność tej instytucji jest niejako z deﬁnicji ograniczona. Adresaci petycji nie mają bowiem prawnego obowiązku uwzględniania zgłaszanych w nich postulatów.
