Korzyści uzyskiwane przez kraje UE – płatników netto w wyniku współpracy z Polską

Celem opracowania jest uwidocznienie, że UE w relacjach z Polską występuje nie tylko w roli darczyńcy, ale i beneficjenta. Przedstawione zostały bezpośrednie i pośrednie korzyści uzyskiwane przez państwa-płatników netto UE ze współpracy z Polską. Do korzyści tych zaliczono przychody z bezpośrednich inwestycji zagranicznych (BIZ) w Polsce oraz z prowadzonej działalności w specjalnych strefach ekonomicznych (SSE). Wyliczone zostały też zyski czerpane przez inwestorów zagranicznych z państw członkowskich UE z tytułu obsługi długu Skarbu Państwa. Pokazane zostały wymierne korzyści państw UE, które otworzyły rynki pracy dla emigrantów z Polski.

An aim of the paper is to show that the EU in relations with Poland appears not only as a donator but also as a beneficiary. There are presented direct and indirect benefits being received by the EU net payers member states from cooperation with Poland. Th ose benefits include revenues from foreign direct investments (FDI) in Poland and from the activity carried out in the special economic zones (SEZ). There are also computed benefits received by foreign investors from the EU member states by virtue of the State Treasury’s debt service. The author shows the measurable benefits of the EU states which have opened their labour markets for immigrants from Poland.

The article aims to explain the phenomenon of parliamentary party switching in the context of political strategy. Switching parties by legislators during the term is often seen as an opportunistic behavior, focused on obtaining attractive places on electoral party lists. The paper’s goals are to determine if the legislators’ will to switch parties is correlated with the party public support and, finally, if the deputies truly have better chances of winning reelection if they switch parties.

The aim of the study was to identify the specificity of direct payments to farmers applied under the Common Agricultural Policy of the European Union as one of the state’s expenditure. The applied analytical method is a confrontation of alternative approaches to direct payments in pairs. It has been found problematic to categorically classify direct payments as one of the main types of state expenditure, i.e. expenditure on goods and services, subsidies or transfers. It would be more appropriate to define the structure of expenditure implemented in the form of direct payments according to their type, as it could significantly enrich the knowledge gathered to support evidence-based economic policy.

Celem opracowania było rozpoznanie specyfiki stosowanych w ramach Wspólnej Polityki Rolnej unijnych płatności bezpośrednich dla rolników jako jednego z wydatków państwa. Wykorzystano metodę konfrontacji parami alternatywnych ujęć płatności bezpośrednich. Stwierdzono, że problematyczne jest kategoryczne zaklasyfikowanie płatności bezpośrednich do jednego z głównych typów wydatków państwa, tj. wydatków na dobra i usługi, subsydiów bądź transferów. Bardziej właściwe byłoby ustalenie struktury wydatków realizowanych w formie płatności bezpośrednich według ich typu, jako że mogłoby istotnie wzbogacić wiedzę gromadzoną na potrzeby wspomagania polityki gospodarczej opartej na dowodach.
