Non-standard higher education recipients as an important area of the university’s third mission. Examples of good practices of Polish and German universities

The article concerns the third mission activities implemented by universities, which activate local community and act on its behalf. The main goal of the article is to present current trends and scope of the third mission of universities through a critical analysis of domestic and foreign literature and presentation of relevant good practices. To this end, the concept of the third mission was discussed, i.e. various activities of universities dedicated to specific groups. The accompanying goal of the article is to answer the question about the importance of the third mission in management strategies of universities in Poland in relation to the traditional tasks of universities - education and research. Universities undertake initiatives for the benefit of the local community by involving various groups of recipients, including groups at risk of social exclusion. This is an important initiative from the social point of view because it changes the university into a place accessible to all interested, a building in which both a preschooler and an elderly person can feel good and develop. The third mission not only affects students and its employees, but also shapes the knowledge society, builds social capital, reaches economic and cultural benefits, and it allows the diffusion of knowledge.

Transit in Regional Economic Development: The Case of the Kaliningrad Exclave

The study analyses the role of the transit function in the development of a regional transport system drawing on the example of the Kaliningrad exclave region (Russia). The article studies the role and extent of the impact of changes in the volume and structure of transit operations on the value-added creation in the regional economy. The assessment of the transit function was conducted using analytical software for strategizing and situational forecasting of the socio-economic development of the Kaliningrad region, the analogue of which is the CGE-model. The article describes the results of the regional value-added modelling based on the integrated index of gross regional product (GRP) and the changing volume and structure of transit cargo. The article explores the transit specialisation options for the Kaliningrad region based on different scenarios of its social and economic development and the changes in external factors. The results can be applied to similar studies on assessing the transit potential of a particular territory and developing measures to support the transportation system development in other regions.

Among the issues that researchers have almost never analyzed is the railway cross-border traffic in the period of 1945–1989. The article presents the legal and organizational context of the relations between Polish, Czechoslovak and Soviet state railway entities in southeast Poland, outlines the related difficulties and international background, and reconstructs the course of crucial investments within the borderland, such as rebuilding of the Łupków border crossing.

В статье также выявлены проблемы использования транзитного потенциала меж-дународных транспортных коридоров Украины. В то же время рассмотрены перспективы исполь-зования транзитного потенциала международных транспортных коридоров за счет развития логистической инфраструктуры и создания транспортно-логистических центров.

In this article the technological state of international transport corridors and the freight volumes by the territory of Ukraine are analyzed. A presented characteristic of international transport corridors describes eight corridors, which pass through the territory of Ukraine. The article exposes the problems of transit potential usage of the international transport corridors of Ukraine. At the same time the perspectives of transit potential usage of the international transport corridors for account of logistical infrastructure development and creation of transport-logistical centers are considered.

W opracowaniu analizie poddano stan technologiczny międzynarodowych korytarzy transportowych i rozmiary przewozów przez terytorium Ukrainy. Przedstawione charakterystyki międzynarodowych korytarzy transportowych dotyczą ośmiu korytarzy, które przechodzą przez terytorium Ukrainy. W artykule wyeksponowano problemy wykorzystania potencjału tranzytowego międzynarodowych korytarzy transportowych Ukrainy. Jednocześnie rozważaniom poddano perspektywy wykorzystania potencjału tranzytowego międzynarodowych korytarzy transportowych pod kątem rozwoju infrastruktury logistycznej oraz kreacji centrów transportowo-logistycznych.

Przedmiotem refleksji jest aktywność zawodowa młodzieży w procesie tranzycji, ze szczególnym uwzględnieniem dynamiki i kierunków zmian na rynku pracy. Jak podkreślają autorzy raportu Foundation Findings: Youth and work, współcześnie należy położyć duży nacisk na pomoc młodzieży w procesie przechodzenia z edukacji na rynek pracy. Ważne wydaje się w tym procesie podejmowanie działań w zakresie ukształtowania jednostki gotowej do przejścia z edukacji na rynek pracy.

The study is an analysis of the literature on the subject in the field of aspects of shaping the identity of a young person on the labour market. The subject of reflection is the professional activity of young people in the transition process, with particular emphasis on the dynamics and directions of changes on the labour market. As the authors of the Foundation Findings: Youth and work report emphasize, nowadays, great emphasis should be placed on helping young people transition from education to the labour market. In this process, it seems important to take actions to shape the individual ready to move from education to the labour market.

The above article deals with the issue of cross-border crime. The article consists of two integral parts. In the first one, the author presents the basic concepts of cross-border crime as well as the role and tasks of the Border Guard in combating border crime. In the second part, based on the statistical data of the Bieszczady Border Guard Unit in the field of combating border crime, the author shows the contribution of the border formation in improving the state of internal security of the state. The above article is the beginning of a discussion on the role of border formations in combating organized crime.

Powyższy artykuł omawia kwestię przestępczości transgranicznej. Artykuł składa się z dwóch integralnych części. W pierwszej Autor prezentuje podstawowe pojęcia z zakresu przestępczości transgranicznej oraz rolę i zadania Straży Granicznej w zwalczaniu przestępczości granicznej. W drugiej części, na podstawie danych statystycznych Bieszczadzkiego Oddziału Straży Granicznej w zakresie zwalczania przestępczości granicznej. Autor pokazuje wkład formacji granicznej w podniesienie stanu bezpieczeństwa wewnętrznego państwa. Powyższy artykuł stanowi zaczątek do dyskusji nad rolą formacji granicznych w zwalczaniu przestępczości zorganizowanej.
