The aim of the paper is to conduct an analysis of various threats that may occur during road freight transport in the territory of the European Union. The research method consisted of a survey and the sample group selected for the survey were transport companies from eastern and southern Poland. The paper presents the current condition of Polish transport companies on the EU market and various threats that may occur while delivering road freight transport services. Polish carriers make a considerable contribution to international road freight and cabotage operations and Polish drivers constitute 9,99% of all employed in the industry in the EU. In 2016 Polish carriers delivered road freight services using 205,390 lorries. When it comes to threats, recent years brought about the emergence of new threats related to terrorism and mass migration. These threats constitute new challenges for Polish transport companies. Therefore, it would be a good idea to develop a model of good practices (recommendations) which would lead to improvements in the level of security during the process of rendering transport services.

Dziesiąta rocznica uchwalenia ustawy z 28 marca 2003 r. skłania do refleksji nad dogmatyczną analizą prawa transportu kolejowego w Polsce, w tym zastanowienia się nad przedmiotem i zakresem jego regulacji. W tym celu szczegółowej analizie poddano problematykę źródeł prawa transportu kolejowego – tak na poziomie prawa krajowego (polskiego), jak i unijnego i międzynarodowego – oraz podjęto próbę zakreślenia jego granic jako przedmiotu badań, wskazania charakteru jego norm oraz uwypuklenia specyficznych uwarunkowań jego obowiązywania i stosowania.

The 10th anniversary of the Polish Rail Transport Act of 28th March 2003 gives an opportunity to make some remarks on the notion and scope of rail transport law in Poland, including the analysis of the subject and scope of its provisions. For this purpose, the paper contains a detailed analysis of the roots of rail transport legislation, both at the domestic (Polish) law level as well as the EU and the international level. The article makes an attempt to delimitate the boundaries of rail transport law and to define the character of its norms. Finally, it outlines the specific conditions of its validity and enforcement.
