The idea of social responsibility in state management points out a role of local governments in the process of meeting the needs of the inhabitants in a sustainable way. This means that a compromise between different interests (referring to social and environmental needs) have to be found. In reference to transport, it stresses a necessity to reduce a dominant role of private cars in the cities because of the negative consequences of automotive development, e.g. traffic congestion and air pollution. Thus, the idea of transport sustainability – based on social responsibility – tries to popularize alternative ways of traveling (such as walking, cycling or public transport) and shows interests of different groups: not only the drivers but also the users of another types of transport. Moreover, it gives priority to the most effective way of transportation (which allows to carry the greatest number of people in the shortest possible time). The article tries to describe the transport policy of Polish cities. It compares the transport sustainability model with legal acts or strategies of local states on the one hand, and their real practices on the other. The author presents the examples of two Polish cities: Cracow and Wrocław, and shows a partial success of the investments which are officially carried out according to the idea of sustainable transportation. The text also includes scientific and popular scientific discourse which presents more details about the successes and failures of local transport policy in the cities.

System transportowy nie będzie zrównoważony, jeśli jego rozwój w ciągu najbliższych 20-30 lat nie będzie opierał się na trzech filarach zrównoważonego rozwoju (gospodarka, społeczeństwo, środowisko) zintegrowanych w jedną koncepcję. Zrównoważony rozwój musi być także znośny, sprawiedliwy i wykonalny. Artykuł jest głosem w dyskusji na ten współcześnie niezwykle ważny temat i jednocześnie zachęcającym do takiej dyskusji.

The transport system will not be sustainable if its development over the next 20-30 years will not be based on the three pillars of sustainable development (economy, society, envi-ronment) integrated into a single concept. Sustainable development must also be bearable, fair and feasible. The article is the voice in the debate on this currently vital subject and at the same time encourages such a discussion.

Celem artykułu jest ukazanie roli, jaką samochód odgrywa w życiu Polaków. W tekście opisano poprzednie badania o charakterze ilościowym, które prowadzono w Polsce pod kątem sprawdzenia, czy samochód może zostać zastąpiony innymi formami transportu. Autor argumentuje, że analizy te są niewystarczające i opisuje wyniki badań jakościowych, które ukazują dodatkowe znaczenia przypisywane motoryzacji. W tym świetle, samochód jawi się jako integralny element nowoczesności i ponowoczesności, a jego rola zdaje się być wieloaspektowa i stabilna.

The aim of this paper is to show the role of the car in Polish peoples’ lives. The text describes previous quantitative methods of analysis which are used by Polish scientists to determine if the car could be replaced by other means of transport. The author argues that the analyses are insufficient. Therefore, the article includes alternative, qualitative research showing additional significations of the car. In this light, the car is seen as an integral element of modern and postmodern life. Its role is also seen as stable and multifaceted.
