The article discusses the role of monuments as symbolic forms of contemporary tribal communities. On the example of a monument dedicated to the memory of the victims of the tragedy near Smolensk it was noted that in the absence of a dominant symbolic order in the public space, contemporary Polish tribes do not create their own competitive symbolic forms.

W artykule została omówiona rola pomników jako form symbolicznych współczesnych społeczności o charakterze plemiennym. Na przykładzie pomnika poświęconego pamięci ofiar tragedii pod Smoleńskiem zauważono, że wobec braku w przestrzeni publicznej dominującego ładu symbolicznego, współczesne polskie plemiona nie tworzą własnych, konkurencyjnych form symbolicznych.

This article aims to underline the importance of ethnic and religious structures for both animating and understanding political and security dynamic in the region, based on the example of the Islamic Republic of Mauritania. The first part of the article aims to identify sociopolitical factors influencing the security situation in the country and beyond, in sometimes surprising ways, with the main emphases on the importance of ethnic and religious structures and the role of political Islam. The second part of the article provides an exemplification of the multiple, not always coordinated, security initiatives in the region, that Mauritania is aspiring successfully to play lining role in, partly thanks to its complex understanding of security resulting from its unique social structure.

Celem artykułu jest podkreślenie znaczenia czynnika etniczno-religijnego zarówno dla przebiegu, jak i zrozumienia dynamiki politycznej i bezpieczeństwa w regionie Sahelu. Zagadnienie zaprezentowano na przykładzie Islamskiej Republiki Mauretańskiej. W pierwszej części artykułu zidentyfikowano – czasem nieoczywiste – czynniki społeczno-polityczne wpływające na bezpieczeństwo Mauretanii i całego regionu, ze szczególnym uwzględnieniem znaczenia struktur etnicznych i religijnych oraz roli „politycznego islamu”. W drugiej części przedstawiono i zanalizowano liczne, nie zawsze skoordynowane inicjatywy bezpieczeństwa w regionie, wskazujące, iż Mauretania z powodzeniem aspiruje do roli regionalnego lidera w aspekcie bezpieczeństwa. Źródłem sukcesu owych dążeń jest kompleksowe zrozumienie zagadnienia bezpieczeństwa – wynikające w przypadku Mauretanii z doświadczenia własnej wyjątkowej struktury społecznej.

Czy można mówić o geopolityce etnicznej? Pojęcie geopolityki jest zawsze związana z ideą podboju, sprawowania i utrzymania władzy w określonych obszarach czy przestrzeni geograficznych .Geopolityka zawiera w sobie treść ekspansji, aspekt zdobywania władzy na obszarach. Po zdobyciu władzy, pozostaje problem zarządzania. Etniczna geopolityka jest możliwa. Polega ona na wyrażenie tendencji dominacji plemiennej lub grupy etnicznej nad innymi grupami w społeczeństwie, w państwie lub państwie wielonarodowym . Geopolityka etniczna kultywuje nietolerancję i dyskryminację plemiennych w stosunkach społecznych oraz w procesie dystrybucji dóbr materialnych i niematerialnych w państwie. Jest to trybalizm. Problem etniczny musi być rozwiązany w Afryce. Od niego zależą pokój i bezpieczeństwo a tym samym zrównoważony i trwały rozwój w Afryce wieloetnicznej. W tej drugiej części zostały dodane informacje dotyczące paryskiej konferencji z 27 do 28 marca 2010 oraz w załączniku zostały dodane informacje dotyczące głównych dignitarzy wojskowych według ich afiliacji regionalnej, etnicznej, rodzinnej czy klanowej.

Can we speak about ethnic geopolitics? The concept of geopolitics is always linked with the idea of conquest, exercise and maintenance of power on one or more geographical areas. Geopolitics contains in itself an expansion appearance. Once conquered power, there remains the problem of its management. Ethnic geopolitics is possible. It consists to express the dominance trend of a tribe or ethnic group in a society, in a country or in a multiethnic state. Ethnic geopolitics cultivates intolerance and tribal discrimination. That is the tribalism. The ethnic problem must be solved. This problem seems to be the guarantee of peace, security and therefore sustainable development in the multiethnic Africa. In this part we took about the conference in Paris at 27 to 28 march 2010. We added also a rich information about the main military dignitaries according to their regional, ethnic, family or clan affiliation.
