Upon entering the European Union, Poland committed itself to comply with the requirements of Council Directive 91/271/EEC of 21 May 1991, concerning urban waste-water treatment. According to the directive, the residue from the waste-water treatment process should be reused whenever possible. While Council Directive 1999/31/EC of 26 April 1999 on the landfill of waste obliges the Member States to limit the landfill of biodegradable urban waste. Recently, NIK has conducted two audits of the management of residue from urban waste-water treatment plants. The audit carried out in 2009, as well as that of the last year, have revealed numerous irregularities all over the country.
