Celem rozważań jest przedstawienie podstawowych zasad ochrony konkurencji i konsumentów oraz wskazanie najczęściej występujących nieprawidłowości na rynku usług wodociągowo-kanalizacyjnych w świetle orzecznictwa Prezesa Urzędu Ochrony Konkurencji i Konsumentów. W artykule ponadto omówiono specyfikę świadczenia usług wodociągowo-kanalizacyjnych realizowanych w warunkach monopolu naturalnego o charakterze sieciowym oraz przedstawiono podstawowe regulacje prawne w tym zakresie obowiązujące w Unii Europejskiej oraz w Polsce. Artykuł jest studium przypadku.

An aim of considerations is to present the basic principles of competition and consumer protection as well as to indicate the most often occurring irregularities in the market for waterworks and sewerage services in the light of case laws of the President of the Office of Competition and Consumer Protection. Moreover, in her article, the author discussed the specificity of rendering waterworks and sewerage services provided under the conditions of natural monopoly of the network character as well as she presented the basic legal regulations in this respect in force in the European Union and in Poland. The article is a case study.

Цель рассуждений – представить основные принципы защиты конкуренции и потребителей, а также указать чаще всего выступающие аномалии на рынке водно-канализационных услуг в свете заключений председателя Управления по защите конкуренции и потребителя (УЗКиП). Кроме того, в статье обсудили специфику предоставления водно-канализационных услуг, оказываемых в условиях естественной монополии сетевого характера, а также представили основные правовые регуляции в этом отношении, действующие в Европейском Союзе и в Польше. Статья – анализ конкретной хозяйственной проблемы.
