The aim of this article is to present legal solutions showing the legal position and basic functions of a voivode, taking into account the definition of his constitutional position in the period from the Second Republic of Poland to the present. This is an organ of government administration that has appeared in the system of administrative bodies since the interwar period, with the exception of the years 1950–1973. This interval was the result of the solutions adopted in the Act of 20 March 1950 on local organs of uniform state authority. The competences of voivodes were then assumed by the presidencies of the voivodeship national councils as the executive and managing bodies of these councils. It was not until the amendment of the Constitution on 22 November 1973 and the enactment on the same day of the Act amending the Act on National Councils that new regulations were introduced, whereby collegial bodies at the voivodeship and poviat levels (presidia) were replaced with monocratic bodies. The solutions adopted in 1999 clearly refer to the interwar solutions, rendering the voivode both the representative of the Council of Ministers in the voivodeship and granting them many competences as a result, as well as the head of the combined government administration in the voivodeship. Recent years and changes in legislation (not least in the Act on the Voivode and Government Administration in the Voivodeship) have significantly strengthened the voivode’s position as a political body. The adopted solutions have clearly subordinated the voivode to the Prime Minister in both the official and personal sphere. The Prime Minister directs the activity of the voivode, issuing guidelines and orders in this respect, demanding the submission of reports on the activity of the voivode and conducting a periodic evaluation of their work, in addition to supervising the activity of the voivode based on the criterion of the compliance of his/her actions with the policy of the Council of Ministers.
The aim of the article is to indicate the role of the voivodeship government administration in the field of information and education of the region’s inhabitants in the area of security with the use of websites run by the sixteen voivodeship offices of Poland. The author formulates the following research questions: What contents on the topic related to security are posted on the websites of individual voivodeship offices? Are they valuable and helpful for the user who is seeking information and assistance? What are their educational qualities? Are the site and its navigation user‑friendly? In the age of information society, when information is a key value, we want to know quickly and with confidence, which is why we choose those sources of information whose reliability is guaranteed by the authority of the office and the function exercised. As a representative of the Council of Ministers in the area, the voivode isresponsible for security matters there. His or her tasks include information and education of the inhabitants of the regions, and the Internet is undoubtedly a tool for this purpose nowadays. Therefore, the focus was on the content of websites of sixteen voivodeship offices, in terms of the usefulness of the information and materials contained therein for the users seeking advice, and perhaps even help in the event of a threat to life and health.
The aim of the article is to present the position of the voivode in the system of security authorities and public order in the voivodeship and its powers in relation to managers’ services, inspections and guards constituting the combined administration in the voivodeship. These powers developed since the introduction of the system reform in 1990 in relation to the creation of a dualism of local administrative bodies: local government at the commune level and local general government administration bodies. The basic rights of the voivode in the scope of safety and public order are currently defined in the Act of 23 January 2009 on the voivode and government administration in the voivodship. The Law the Police of 6th of April 1990 states that it is a body of security and public order at the voivodeship level, and that the voivodeship police chief represents the voivode in performing tasks in that regard, except for matters related to operational and exploratory investigations and prosecution of offences, as well as issuing individual administrative acts, if the laws so provide. The performance of tasks by the voivodeship police chief on behalf of the voivode does not mean, however, that the voivode is an official superior over the chief of police. Nor does grouping and superintendence imply the organisational inclusion of the auxiliary apparatus of the voivodeship chief of police in the provincial office, since it is the sovereign decision of the Chief Police Officer to determine the principles of organisation and the scope of action of chiefs. There is also no financial integration. The article also points out that the Act on the Voivode and Government Administration in the Voivodship defines the basic functions of the voivode, which include those related to public security and order in the voivodship. Particular tasks arising from these functions are defined by special laws, endowing the voivode with appropriate legal means for implementing these tasks, including authoritative means.
Voivodes’ ordinances are manifestations of local law-making in the domain of public duties pertinent to government administration. There is an established praxis that voivodes legislate local law in shape of ordinances which are in force in the given voivodship or part thereof. Ordinances have their place in the constitutional system of sources of law albeit they cannot be equated to regulations issued by the national administrative organs. Since the issuance of ordinances by voivodes is indicative of legislative activity of centralized administration, supervision of this activity is based not only on the criterion of lawfulness but also on the criterion of reliability and economy, and compliance with government policy. Supervision, however, is not exclusive form of verification of voivodes’ ordinances because these authorities may, in the framework of self-control, overrule or change their acts on their own. This happens, nevertheless, under the inspiration of the supervisory authority. Verification of the voivode ordinance, one way or another, entails that an act shall cease to apply and is removed from the legal system, and is replaced with a new legal regulation.

Rozporządzenia wojewodów są przejawem lokalnego prawotwórstwa, w obszarze wykonywania zadań publicznych przynależnych administracji rządowej. Utrwaloną praktyką jest, że w formie rozporządzenia wojewodowie ustanawiają prawo miejscowe, obowiązujące na terenie województwa lub jego części. Rozporządzenia wojewodów posiadają swoje miejsce w konstytucyjnym systemie źródeł prawa, aczkolwiek nie można ich utożsamiać z rozporządzeniami wydawanymi przez ogólnokrajowe organy administracyjne. Ponieważ wydawanie rozporządzeń przez wojewodów jest przejawem aktywności prawodawczej administracji scentralizowanej, nadzór nad tą aktywnością oparty jest nie tylko na kryterium legalności, ale także na kryterium rzetelności i gospodarności oraz zgodności z polityką rządu. Nadzór nie stanowi jednak wyłącznej formy weryfikacji rozporządzeń wojewodów, albowiem organy te mogą w ramach samokontroli dokonywać uchylenia lub zmiany swych aktów we własnym zakresie. Dzieje się to wszakże z inspiracji organu nadzoru. Weryfikacja rozporządzenia wojewody, w takim czy innym trybie powoduje, że ów akt przestaje obowiązywać i zostaje usunięty z obrotu prawnego. W jego miejsce można jednak ustanowić nową regulację prawną.
In the face of the COVID-19 pandemic, the legislator decided to increase the capacity of public administration to operate. Therefore, the provisions of the special act introduced additional tools for the voivode. As a result, a special type of voivode’s „command” was introduced into the legal system. He can now outsource activities to selected authorities and entities in his voivodeship. The paper attempts to locate this new competence in the catalog of legal forms of the voivode’s activity and an attempt to perform a systemic assessment of the compliance of this instrument with the existing models of administrative law.

W obliczu pandemii COVID-19 ustawodawca podjął decyzję o konieczności zwiększenia możliwość działania administracji publicznej. Wobec tego przepisami specustawy wprowadził między innymi dodatkowe narzędzia dla wojewody. Dzięki temu do systemu prawa wprowadzony został szczególny typ „polecenia” wojewody, mocą którego może on zlecić działania wybranym, kluczowym organom i podmiotom działającym na terenie jego województwa. W pracy podjęto próbę usytuowania tej nowej kompetencji w katalogu prawnych form działania woje wody oraz próbę dokonania oceny systemowej zgodności tego instrumentu z dotychczasowymi modelami prawa administracyjnego.
Since 2 September 2016, the provisions of the Act of 1 April 2016 on prohibition of propagation of communism or another totalitarian system by the names of organisational units, auxiliary units of communes, buildings, objects and devices of public utility and monuments have been in force. When determining the procedure of the proceedings provided for, the legislator gave a special role to the opinions of the Institute of National Remembrance – Commission for the Prosecution of Crimes against the Polish Nation. The aim and subject of this article is the problem analysis of the recent case law of the Supreme Administrative Court (i.e. from 2019) insofar as it relates to the legal nature and force of the opinions of the Institute of National Remembrance drawn up as a part of the proceedings based on the said Act, and an attempt to translate the conclusions arising from this analysis into possible recommendations for the Sejm.
The article characterizes the essence of cooperation and dependence between the National rescue and fire extinguishing system and the crisis management system. The study indicates the origin of the indicated systems, the legal basis for their functioning, and the administration bodies performing the tasks. The purpose of the publication is to describe the structure of the rescue and firefighting system and crisis management together with the presentation of their common elements. The author describes, amongst other features, the operating phases of individual systems, taking into account convergent and corresponding elements. The postulates that the systems complement each other, and the primary objective of their functioning is to act for the benefit of citizens’ and state security.
The article shows the complex figure of Jan Lembas (1914–2000). A family member of the Polish Socialist Party (PPS), a member of the Home Army (AK), who came out of the family traditionally associated with the Polish Socialist Party (PPS) during the occupation, turned into an ardent communist after the war. He became a member of the party’s “nomenclature” and quickly made a career. As the head of state administration in Zielona Góra Province, in the years 1956–1980 he proved to be a good host. To a large extent thanks to his efforts, the previously neglected voivodeship developed. However, Jan Lembas was a widely disliked figure in the local community due to his difficult, despotic character and reluctant attitude towards the Catholic Church.

W artykule ukazano złożoną postać Jana Lembasa (1914–2000). Wywodzący się z rodziny związanej tradycyjnie z PPS, w okresie okupacji członek AK, po wojnie przeobraził się w żarliwego komunistę. Wszedł w skład partyjnej „nomenklatury” i szybko robił karierę. Jako zwierzchnik administracji państwowej w województwie zielonogórskim, w latach 1956–1980 okazał się niezłym gospodarzem. W dużej mierze dzięki jego staraniom zaniedbane wcześniej województwo rozwijało się. Jan Lembas był jednak postacią powszechnie nielubianą w lokalnym środowisku z racji swojego trudnego, despotycznego charakteru oraz niechętnej postawie wobec Kościoła katolickiego.
In this article the attention is paid to other roles of the Prime Minister in governmental institutions as a body subject to Sejm control, to mention only his position within the governmental administration (vis-à-vis deputy prime ministers, ministers outside cabinet, “non-governmental” organizations of state administration); position of the Prime Minister as a sole supreme body of state administration; his relations with other central bodies of state administration (President, Sejm, Supreme Audit Office). The problem of accountability of the Prime Minister to Sejm has also been contemplated.Making an attempt in both parts of the article to evaluate the influence of various factors on legal and governmental status of the Prime Minister as a body subject to Sejm control, the following has been stated: a) The Prime Minister holds a very strong position and plays a leading role within the structures and functioning mechanisms of the Council of Ministers and in relations with “non-governmental” bodies of state administration, b) position of the Prime Minister in managing the Council of Ministers, a body ranking number one within the structures of executive power and wide authority of the Prime Minister including non-legal factors result in an important role played by the Prime Minister within the entire system of the authorities of the Republic of Poland. These factors also confirm how important is Sejm control of the Prime Minister’s activity for the proper implementation of the principle of separation and balance of powers.

Celem artykułu jest przedstawienie innych ról ustrojowych Prezesa Rady Ministrów jako organu podlegającego kontroli sejmowej, takich jak: jego pozycja w strukturach administracji rządowej (wobec wiceprezesów Rady Ministrów, ministrów poza rządem, „pozarządowych” organów rządowej administracji); pozycja Prezesa Rady Ministrów jako jednoosobowego naczelnego organu administracji rządowej; jego relacje z innymi naczelnymi organami państwowymi (Prezydentem, Sejmem, Najwyższą Izbą Kontroli). Rozważono też problem odpowiedzialności parlamentarnej Prezesa Rady Ministrów przed Sejmem.Podejmując próbę generalnej oceny (rozważanego w częściach I i II artykułu) wpływu różnych czynników na status prawnoustrojowy Prezesa Rady Ministrów jako organu podlegającego kontroli sejmowej, stwierdzono między innymi, że: a) Prezes Rady Ministrów zajmuje bardzo silną pozycję i odgrywa wiodącą rolę w strukturach i mechanizmach funkcjonowania Rady Ministrów oraz w stosunkach z „pozarządowymi” organami rządowej administracji, b) pozycja Prezesa Rady Ministrów w kierowanej przez niego Radzie Ministrów (organie usytuowanym na pierwszym miejscu w strukturze władzy wykonawczej) oraz rozległy zakres jego kompetencji powodują, wraz z czynnikami o charakterze pozaprawnym, że to właśnie on odgrywa ważną rolę w całym systemie rządów RP. Te czynniki również przekonują, jak istotne znaczenie dla prawidłowego urzeczywistniania zasady podziału władzy i równowagi władz ma kontrola sejmowa aktywności Prezesa Rady Ministrów.
Politykę administracyjną resortu spraw wewnętrznych w zakresie spraw wojskowych w latach 1926–1939 realizowali ministrowie spraw wewnętrznych i wybrane komórki organizacyjne Ministerstwa Spraw Wewnętrznych (Samodzielny Wydział Wojskowy, Biuro Wojskowe), a w terenie wojewodowie (wydziały wojskowe urzędów wojewódzkich) i starostowie (referaty wojskowe w urzędach starościńskich). W pierwszym okresie rządów Józefa Piłsudskiego (1926–1930) szefostwo administracji spraw wewnętrznych koncentrowało się na usprawnieniach organizacyjnych dotyczących organów centralnych i struktur terenowych, tj. administracji ogólnej i samorządu terytorialnego. Ich główne zadania to: usprawnienie poboru rekruta do armii, wypłacanie zasiłków wojskowych, przygotowanie struktur administracji publicznej do mobilizacji wojennej i do jej osłony. Intensywnie wdrażano nowe formy w zakresie przysposobienia wojskowego, rozbudowując je o sprawy wychowania fizycznego oraz inicjując społeczne komitety wychowania fizycznego i przysposobienia fizycznego. W mniejszym zakresie zajmowano się kwestiami obrony przeciwlotniczej i przeciwgazowej kraju. W latach 1930–1935 do głównych zainteresowań resortu w dziedzinie spraw wojskowych należy zaliczyć usprawnianie form i metod poboru wojskowego, kwestie zasiłków wojskowych, mobilizacji i osłony, nadzoru nad współpracą administracji ogólnej z dowództwami jednostek wojskowych podczas ćwiczeń oraz zagadnienia wychowania fizycznego i przysposobienia wojskowego. W tym czasie wiele uwagi poświęcono obronie przeciwlotniczej i przeciwgazowej Rzeczypospolitej. W ostatnich latach przed II wojną światową (1935–1939) na plan pierwszy wybijały się problemy szeroko rozumianych przygotowań do wojny. Poza tym wciąż ważne miejsce zajmowały: pobór wojskowy, zwłaszcza po ogłoszeniu 23 marca 1939 r. mobilizacji alarmowej systemem niejawnym, zagadnienia mobilizacji i osłony (np. unieruchomienie „elementów niepożądanych w państwie”), rozwój wychowania fizycznego i przysposobienia wojskowego, rozbudowa struktur obrony przeciwlotniczej i przeciwgazowej kraju, w którą zaangażowano administrację ogólną, samorząd terytorialny, stowarzyszenia społeczne, takie jak: Liga Obrony Powietrznej i Przeciwgazowej, Polski Czerwony Krzyż i Związek Straży Pożarnych.

T he administration policy of the Ministry of the Interior concerning military affairs in the years 1926–1939 was implemented by ministers of the interior and by selected organizational units of the Ministry of the Interior (Independent Military Department, Military Office), and by voivodes (military departments of voivodeship offices) and mayors locally (military units of municipality offices). During the first period of the government of Józef Piłsudski (1926–1930), the management of the Ministry of the Interior focused on organizational improvements in central and territorial bodies, i.e. in the general and territorial local government administration. Their main tasks involved: facilitating the conscription of recruits to the army, paying out military allo- wances, preparing a public administration structure for war mobilization and protec- tion. Military training was supplemented radically by including physical education and by initiating social committees for physical education and physical training. Less attention was devoted to national anti-air and anti-gas defence. In the years 1930–1935, the Ministry of Military Affairs focused on improving current forms and methods of military conscription, military allowances, mobilization and protection, supervision over the cooperation of the general administration with commands of military units during training along with physical education and physical training. Much attention was concurrently devoted to the Republic’s anti-air and anti-gas defence. During the final years before the Second World War (1935–1939), war preparations were the priority. Of importance remained: military conscription, particularly after the announcement of 23 March 1939 about emergency military conscription via a secret system, mobiliza- tion and protection (e.g. immobilizing “undesirable elements in the state”), developing physical education and physical training, extending the structure of the nation’s anti-air and anti-gas defence, which involved the cooperation of the general administration, the local government, social associations, e.g. the League of Anti-air and Anti-gas Defence, the Polish Red Cross and the Association of Fire Brigades.
Po traktacie ryskim zatwierdzonym przez Radę Ambasadorów Kresy Wschodnie - Wołyń i Galicja Wschodnia stały się pełnoprawnymi terytoriami państwa polskiego. Nowa sytuacja polityczna, w której znalazła się Rzeczypospolita wraz z odzyskanymi częściowo ziemiami na wschodzie, które utraciła utraconymi w wyniku trzech zaborów w XVIII w., spowodowała, że odrodzone po 123 latach niewoli państwo polskie musiało odtwarzać wszelkie struktury, w tym administrację, wojskowość, formacje ochrony granic, służbę zdrowia, instytucje kultury itp. Zadanie na wschodnich rubieżach Polski dotyczące zabezpieczenia kordonu i zagwarantowania bezpieczeństwa wewnętrznego były wyjątkowo trudne. Między innymi z tych powodów wojewodą wołyńskim został Henryk Józefowicz, Polak urodzony w Kijowie, gdzie spędził młode lata. Tam też ukończył studia wyższe. Był również wiceministrem spraw wewnętrznych w rządzie Semena Pelury. Nie dziwi więc fakt, że jako osobie znającej realia ukraińskie, powierzono mu stanowisko wojewody, które pełnił dziesięć lat. Głównym zadaniem politycznym jego planu dla Wołynia było doprowadzenie do zgodnej współpracy Polaków i Ukraińców. Ambitne założenia nie przyniosły spodziewanych rezultatów, a jak twierdzą niektórzy, nawet pogorszyły stosunki międzyludzkie w województwie. Pod koniec pełnienia obowiązków wojewody jego działania na Wołyniu spotykały się z negatywną oceną nacjonalistów ukraińskich oraz wojska. Prezentowany artykuł ukazuje, co prawda w skróconej wersji, złożoność problemów narodowościowych na Wołyniu, a także akcentuje szukanie dróg porozumienia.

Following the Treaty of Riga approved by the Council of Ambassadors, the Eastern Borderlands, including among others Volyn and Eastern Galicia, became the territory of the Polish state. The new political situation in which the Republic of Poland found itself, together with the partially regained lands in the east, which it lost as a result of three partitioning in the 18th century, meant that the Polish state, which was reborn after 123 years of slavery, had to reconstruct all structures, including administration, military, border protection formations, health care, cultural institutions, etc. The Polish state was forced to restore all its structures. The task on Poland's eastern borders concerning the protection of cordon and the guarantee of internal security was extremely difficult. Among other reasons, Henryk Józefowicz, a Pole born in Kiev, where he spent his childhood and youth, became Wolhynia voivode. There he graduated from university. He was also Deputy Minister of Internal Affairs in Symon Petlura's government. It is not surprising, therefore, that he was entrusted with the position of a voivode, who had been in possession of Ukrainian reality for ten years. The main political task of his plan for Volhynia was to bring about a consensual cooperation between Poles and Ukrainians. Ambitious assumptions did not bring the expected results and, according to some, people-to-people relations in the voivodeship have even deteriorated. At the end of his duties as a voivode of Volhynia he was subject to negative evaluation by Ukrainian nationalists and the army. Although the presented article shows, in a shortened version, the complexity of nationality problems in Volhynia, but also emphasizes the search for ways of understanding.
Artykuł stanowi próbę przedstawienia sylwetek osób z najbliższego otoczenia księcia kijowskiego Włodzimierza Rurykowicza, panującego w stolicy Rusi w latach 1223– 1235 i 1236. Analiza zachowanych źródeł, pozwala wyłonić pięciu reprezentantów dworu Włodzimierza: tysięcznika i wojewodę Iwana Sławnowicza, wojewodę Daniela Nażyrowicza/Żyrowicza, stolnika Jerzego i dwóch bojarów, sprawujących funkcje posłów – Worotysława Piotrowicza i Piotra Akierowicza. Każda z wymienionych osób została odnotowana w źródłach tylko jeden raz, niemniej jednak nawet tak wątłe przekazy, pozwalają rzucić pewne światło na dwór księcia kijowskiego w latach trzydziestych XIII w. Podobnie jak w poprzednich stuleciach, najważniejsze miejsce w otoczeniu tamtejszego władcy, zajmowali tysięcznik i wojewoda. Ponadto na znaczeniu zyskały osoby piastujące nowe stanowiska, którym powierzano istotne funkcje reprezentacyjne, np. stolnika. Na podstawie analizy urzędników sprawujących najwyższe godności, można zaobserwować ciągłość w ich obejmowaniu przez przedstawicieli wybranych rodów bojarskich, na przykład Borysowiczów– Sławnowiczów

The aim of the article is to reconstruct the biograms of the closest circle of the Kyiv prince Volodymyr Rurykovich, who ruled the capital of Rus` in 1223–1235 and 1236–1238. The analysis of the surviving sources allows us to identify five representatives of Volodymyr`s court: the tysyatsky and voivode Ivan Slavnovich, the voivode Danylo Nazhyrovich / Zhyrovich, the stolnik Yuri and two boyars who served as ambassadors – Vorotyslav Petrovich and Petro Akerovich. These personalities are mentioned in the sources only once, but even such fragmentary information can shed light on the court of the Kyiv prince in the 30s of the 13th century. As it was in the previous centuries, the tysyatsky and the voivode played the main roles in it. At the same time such new positions with important representative functions as a stolnik appeared. One can also point out the succession in the appointment of the representatives of the particular boyar clans to the most important positions, for example, Borisovich-Slavnovich.

В статье сделана попытка воссоздать биограммы ближайшего окружения киевского князя Владимира Рюриковича, правившего в столице Руси в 1223–1235 и 1236–1238 гг. Анализ сохранившихся источников позволяет выделить пять представителей двора Владимира: тысяцкого и воеводу Ивана Славновича, воеводу Даниила Нажировича/Жировича, стольника Юрия и двух бояр, исполнявших функции послов – Воротислава Петровича и Петра Акеровича. Все перечисленные личности упомянуты в источниках всего по одному разу, но даже такая отрывочная информация позволяет пролить свет на двор киевского князя в 30-х гг. ХIII века. Как и в предыдущие столетия, ключевое место в нем занимали тысяцкий и воевода. В то же время, появились новые должности, наделенные важными репрезентативными функциями, такие как стольник. Наблюдается также преемственность в назначении на наиболее важные должности представителей отдельных боярских родов, например Борисовичей-Славновичей.
W artykule dokonano próby identyfikacji osób występujących w Latopisie kijowskim pod imieniem „Sławn”. Wyrażono zdanie, że w opisach latopisarskich z lat 6679, 6695 i 6696 występują dwie różne osoby. Pod 6679 r. źródło wymienia Sławna, który odbijał atak na Dorohobuż księcia Włodzimierza Mścisławowicza. Był on urzędnikiem księcia dorohobuskiego Włodzimierza Andrzejowicza. Jego pochodzenia nie da się ustalić. Pod latami 6695 і 6696 autor latopisu odnotował Sławna Borysowicza, tysięcznika białogrodzkiego i wojewodę księcia Ruryka Rościsławowicza, biorącego udział w poselstwie do Suzdala w 1188 r. i wyprawie do ziemi halickiej w końcu 1188 r., lub na początku roku 1189. Sławn Borysowicz był synem bojara smoleńskiego i wojewody trepolskiego Borysa Zacharowicza oraz ojcem tysięcznika kijowskiego Iwana Sławnowicza.

The article attempts to identify persons mentioned as Slavn in Kyiv cronicle. The author suggests the idea that two boyars are described in the annal entries in 6679, 6695 and 6696. In 6679 the source names Slavn who led the defense of Dorohobuzh against Prince Vladimir Mstislavich of Polonnoye. Slavn was the sergeant of Dorohobuzh prince Vladimir Andreevich. His origin is unknown. In 6695 and 6696 Rus' chronicler mentioned Slavn Borisovich, the Bilhorod tysyatsky and voivode of Prince Rurik Rostislavich, who took part in the embassy in Suzdal in 1188 and in the campaign to the Galician land in the end of 1188 or in the beginning of 1189. Slavn Borisovich was the son of the Smolensk boyar and the Trepol voivode Boris and the father of Kiev tysyatsky Ivan Slavnovich.

Под 6695 и 6696 гг. русский книжник упомянул Славна Борисовича, белгородского тысяцкого и воеводу князя Рюрика Ростиславича, который принимал участие в посольстве в Суздаль в 1188 г. и в походе в Галицкую землю в конце 1188 или в начале 1189 г. Славн Борисович был сыном смоленского боярина и трепольского воеводы Бориса Захаровича и отцом киевского тисяцкого Ивана Славновича.
The Ministry of Internal Affairs was one of the largest and most complex administrative structures of the Second Polish Republic. However, its most important department was the general administration. Therefore, the performance of tasks of the administration of internal affairs in the field of military issues was presented through the activity of its most important department, i.e. the general administration, represented by voivodes and governors. These tasks were carried out in the context of administrative policy in force at the given historical period. The most important areas of the Ministry’s work in military issues were, in the first place, the problems of conscripts recruitment to the army (military draft) and, in the years 1918–1920, the fight against anti-draft propaganda conducted by the subversive groups (KPRP /KPP – the Communist Party of Poland). After the end of the Polish-Bolshevik war in 1920, its organs worked to secure the living basis for thousands of demobilized soldiers. They devoted much attention to the problems of mobilization and its shield, military preparation as well as, after 1926, the physical education and military preparation. They were also active in the field of so-called passive airborne and antigas defence, involving in it the organizations and social associations. They paid benefits for the families of conscripts as well as orphans and widows of the soldiers killed during the First World War and Polish-Bolshevik war. The Ministry of Internal Affairs, in the performance of its tasks in military issues, closely cooperated with the military affairs structures, in particular with the Ministry of Military Affairs, Polish General Staff, general district commands/corps district commands, military units commanders (divisions, regiments), poviat replenishment councils.

Resort spraw wewnętrznych był jedną z największych i najbardziej złożonych struktur administracyjnych II Rzeczypospolitej. Natomiast jego najważniejszym działem była administracja ogólna. Dlatego też, wykonywanie zadań administracji spraw wewnętrznych w zakresie spraw wojskowych zaprezentowane zostało poprzez działalność jej najważniejszego działu czyli administracji ogólnej, którą tworzyli wojewodowie i starostowie. Wykonywanie tych zadań odbywało się w kontekście obowiązującej w resorcie, w danym okresie historycznym, polityki administracyjnej. Do najważniejszych obszarów pracy resortu w kwestiach wojskowych należały, w pierwszej kolejności, zagadnienia poboru rekrutów do wojska, a w latach 1918–1920 zwalczanie propagandy antypoborowej prowadzonej przez ugrupowania wywrotowe (KPRP/KPP). Po zakończeniu wojny polsko-bolszewickiej w 1920 r. jego organy pracowały na rzecz zabezpieczenia podstaw bytowych tysiącom zdemobilizowanych żołnierzy. Wiele uwagi poświęcały problemom mobilizacji i jej osłonie oraz sprawom przysposobienia wojskowego. Działały też na polu tzw. biernej obrony przeciwlotniczej i przeciwgazowej, angażując w nią organizacje i stowarzyszenia społeczne. Wypłacały zasiłki dla rodzin poborowych oraz sierotom i wdowom po żołnierzach, którzy zginęli podczas I wojny światowej i wojny polsko-bolszewickiej. Resort spraw wewnętrznych, realizując przynależne mu zadania w kwestiach wojskowych, ściśle współpracował ze strukturami resortu spraw wojskowych, w szczególności z Ministerstwem Spraw Wojskowych, Sztabem Generalnym, dowództwami okręgów generalnych/dowództwami okręgów korpusów, dowódcami jednostek wojskowych (dywizji, pułków), powiatowymi komendami uzupełnień.
