The article considers the issue of sailing licences which include: a sailor licence, a steersman licence and a captain licence. The legal character of sailing licences and the procedure in which they are issued is analysed. The judicial control of sailing licences is also considered. The granting of a sailing licence is an act confi rming that a person indicated therein has certain qualifi cations required for sailing. The legal character of the licence is similar to an administrative certifi cate. Granting the sailing licence can be conditional upon passing a formal examination by a person requesting the licence to be issued. The examination itself is regarded as an administrative act in law. The study proves that the Polish Sailing Association performs a function of a public administration unit issuing sailing licences. This means that it acts as a an administrative body in a functional dimension.The sailing licence is granted in the form of a declarative decision issued by the Polish Sailing Association. The proceeding for issuing such a decision is an administrative proceedings governed by the Code of Administrative Proceedings. The actions of the Polish Sailing Association as well as its failure to act are controlled by administrative courts.

Szczecin is a city with the best potential for water sports in the country and sailing in particular. No other Polish urban agglomeration can even match it in this respect. In the opinion of the authors of this paper, wrong location of the yachting infrastructure is one of the main obstacles preventing the effective usage of boats in this city. The majority of berths for pleasure craft are located on the southern shores of Lake Dąbie. It is obvious that a yachtsman stationed there, having to his disposal just a few hours after work, is not capable to reach any further than the northern part of this lake, including the only marina there – Lubczyna. On the other hand, his colleague from the left-bank Szczecin (Skolwin) can reach, within comparable time limits, not only Lake Dąbie (with Lubczyna) but also Roztoka Odrzańska with a selection of ports in Stepnica (four marinas), Gąsierzyno, Trzebież, and Jasienica. The four-hour advantage of sailors from Skolwin is also important during weekend trips. Another attractive aspect of the Skolwin marina is the shorter distance from a yachtsman residence. In recent years there has been a rapid development of the northern areas of Szczecin and its western perimeter. It is likely that the above-mentioned suburban areas are inhabited by many people who could afford to have a yacht. An average distance to be covered on the way to the marinas in the Dąbie District is 14–20 km and a comparable distance to Skolwin is only 6–10 km. Having in mind the need to promote Skolwin as a site of a future, more functional, yachting centre, the authors of this paper studied the history and other background factors affecting the development of water sports in the northern part of the left-bank Szczecin. They focused on the time period after World War 2, and on the last 60 years in particular, which coincided with the existence of the Sailing Section of the Sports Club “Świt”. Our initiative seems to be important in the current situation when the EU funds are also being used for developing yachting infrastructure, such as the West-Pomeranian Sailing Route.

The aim of this article is to present the circumstances around the establishment of the Officer Yacht Club of the Polish Republic (OYK RP) in Warsaw as well as its main forms of activity. Its history dates back to the first months after Poland regained independence, when a group of water sports enthusiasts set up the Military Rowing Club. It was located on the left bank of the Vistula, between the Poniatowski Bridge and the Średnicowy Bridge. In 1932 the Inland Department of OYK RP in Augustów was founded, and in the following year – the Naval Department in Gdynia. At the same time the Warsaw club was already one of the most important centers of popularizing water sports in Poland. At the end of 1932 a grand building of the OYK RP marina was opened, called a “glass house on the Vistula” by Warsaw residents. Three years later a sailing-leisure facility was built in Augustów, which exists until today. The most important persons in the state belonged to the OYK RP and supported its functioning – including above all the president, Ignacy Mościcki. Hence the club is an institution that constitutes a beautiful element of military tradition in the field of culture, sport and recreation.

Целью данной статьи является представление условий возникновения, а также основных форм деятельности Республиканского офицерского яхтклуба (OYK RP) в Варшаве. Начало его истории охватывает первые месяцы возвращения Польше независимости, когда группа любителей водного спорта основала Военный гребной клуб. Он размещался на левом берегу Вислы, между мостами Понятовского и Шредницовым. С 1932 года начал своё существование Внутренний филиал OYK RP в Августове, а в следующем году – его Морской филиал в Гдыне. В то время столичный клуб уже являлся одним из важнейших центров распространения водного спорта в Польше. К концу 1932 года в столице прошло торжественное открытие потрясающего здания пристани OYK RP, названного варшавянами „стеклянным домом над Вислой”. Три года спустя был построен существующий по сей день спортивно-развлекательный парусный комплекс в Августове. К OYK RP принадлежали и поддерживали его деятельность первые лица государства во главе с президентом республики Игнатием Мощицким. Таким образом, это „учреждение” является прекрасной визитной карточкой военных традиций в области культуры, спорта и отдыха.

Celem niniejszego artykułu jest zaprezentowanie okoliczności powstania oraz głównych form działalności Oficerskiego Yacht Klubu RP w Warszawie. Początki jego historii sięgają pierwszych miesięcy po odzyskaniu przez Polskę niepodległości, kiedy to grupa pasjonatów sportów wodnych założyła Wojskowy Klub Wioślarski. Mieścił się on na lewym brzegu Wisły, między mostem Poniatowskiego, a mostem średnicowym. W roku 1932 uruchomiono Oddział Śródlądowy OYK RP w Augustowie, a w roku następnym - jego Oddział Morski w Gdyni. W tym czasie stołeczny klub był już jednym z najważniejszych ośrodków upowszechniania sportów wodnych w Polsce. Pod koniec 1932 r. stolicy uroczyście otwarto bardzo okazały budynek przystani OYK RP, nazywany przez warszawiaków „szklanym domem nad Wisłą”. Trzy lata później zbudowano – istniejący do dziś – obiekt żeglarsko – wypoczynkowy w Augustowie. Do OYK RP należały i wspierały jego działalność najważniejsze osoby w państwie, na czele z prezydentem RP – Ignacym Mościckim. Był więc on „instytucją”, która stanowiła piękną kartę tradycji wojskowych z obszaru kultury, sportu i rekreacji.
