Potrzeba uzyskania informacji o wiarygodności kredytowej podmiotów, które pożyczają pieniądze zarówno po stronie inwestorów instytucjonalnych, jak i po stronie prywatnych pożyczkodawców była przyczyną powstania agencji ratingowych. Rynek usług związanych z nadawaniem ratingów jest zdominowany przez trzy największe agencje: S&P’s, Moody’s i Fitch. Agencje ratingowe, które początkowo działały na podstawie przepisów wewnętrznych dzisiaj podlegają regulacjom na rynkach światowych. Główną przyczyną wprowadzenia przepisów normujących działalność agencji ratingowych była ich rola w kryzysach światowych, a w szczególności w kryzysie z 2008 roku. Pomimo wielu zastrzeżeń dotyczących zachowań agencji ratigowych w przeszłości ich rola jest bardzo istotna i często ma walor nie tylko promocyjny, ale także edukacyjny, w szczególności dla podmiotów sektora publicznego, w tym dla jednostek samorządu terytorialnego.

The reason to establish credit-rating agencies was the need of both institutional and private investors to get information about the creditworthiness of the entities which borrow money. The credit-rating services market is dominated by the three biggest agencies: S&P’s, Moody’s and Fitch The credit-rating agencies which at the beginning acted according to the internal rules nowadays are the subject of international regulations. The main reason to implement rules for the activity of the credit-rating agencies was the role they played during the economic crises, especially during the crisis in 2008. Beside many doubts and accusations regarding activity of the credit-rating agencies in the past it is clear that the role of them is very important and often ratings have not only promotional but also educational meaning for the examined entities, especially for the public sector units among them the local governments.
