W opracowaniu określono zakres wsparcia doradców dla rolników w odniesieniu do dopłat bezpośrednich i działań zawartych w programie rozwoju obszarów wiejskich. Charakterystykę pomocy rolników przedstawiono w odniesieniu do trzech okresów, wyznaczonych przez występujące perspektywy finansowe WPR. Z analizy wynika, że największy poziom wsparcia ze strony doradców osiągnięto w latach 2007-2013, który był jednocześnie ważnym okresem wdrażania WPR. W odniesieniu do dopłat bezpośrednich w obecnej pespektywie budżetowej, zakres pomocy został ograniczony, z uwagi na wprowadzenie nowych technologii informatycznych w postaci e-wniosku. Pomoc w stosunku do działań programu rozwoju obszarów wiejskich była zróżnicowania, jako następstwo ważności działania dla określonych producentów rolnych.

The study sets out the scope of support for advisors for farmers in relation to direct payments and measures included in the rural development program. The characteristics of farmers’ aid are presented in relation to three periods, determined by the current financial perspectives of the CAP. The analysis shows that the highest level of support from advisors was achieved in 2007-2013, which was also an important period of CAP implementation. With regard to direct payments in the current budget perspective, the scope of assistance has been limited due to the introduction of new information technologies in the form of an e-application. The aid in relation to the measures of the rural development program was diversified as a consequence of the validity of the measure for specific agricultural producers.
