Celem opracowania jest uwypuklenie szczególnego charakteru prawnego dowodu, jakim jest wywiad środowiskowy i ukazanie roli pracownika socjalnego w procedurze przyznawania pomocy społecznej analizując obowiązujące prawo, wybrane orzecznictwo i poglądy doktryny. Szczególną cechą postępowania dowodowego w sprawach z zakresu pomocy społecznej jest wywiad środowiskowy, zwany także rodzinnym. Stanowiąc istotny element postępowania dowodowego uzależnia dalsze prowadzenie postępowania administracyjnego. Jawi się też integralną częścią pracy socjalnej jako działalności zawodowej pracowników socjalnych. Rola wywiadu środowiskowego w sprawach z zakresu pomocy społecznej jest niezwykle ważna. Jest on bowiem sposobem zbierania informacji, rozmową z osobą starającą się o przyznanie świadczenia z pomocy społecznej (i jej rodziną), swoistym trybem postępowania dowodowego, dowodem, w którym ma miejsce zarówno przenikanie, jak i konfrontowanie ze sobą innych dowodów, m.in. oświadczeń stron, treści dokumentów urzędowych i niekiedy prywatnych, zeznań świadków, czy też wyników oględzin w miejscu pobytu osoby (rodziny) ubiegającej się o pomoc bądź korzystającej z pomocy społecznej.

The purpose of the study is to explain the role of environmental inquiry as source of legal evidence in the procedure of granting social welfare. Environmental inquiry has several functions to fulfill. It is an integral part of social work. In social welfare cases it serves the purpose to collect all necessary information and data on the applicant asking for social care benefits. Hence environmental inquiry is a specific evidence-based investigation, in which there is both penetration and confrontation with other pieces of evidence, such as statements of the parties, contents of official and sometimes private documents, testimonies of witnesses or also results of inspections in the place of stay of the person (family) seeking assistance or benefiting from social welfare. Because of its importance in the investigation, other steps in administrative procedures depend on this inquiry. The study refers to by legal acts, selected cases and doctrine views and presents the features of environmental inquiry, sometimes referred to as ‘the family inquiry’ as part of evidence-based investigation in social welfare cases.

The article will try to show and describe a social worker managing social help resources. In this context the author refers to terminology which includes: management, social help, social work. Then the author analyses the organisational structure of the institution of social help in which a social worker is of significant importance. Besides, the author shows also stages of management in social help. In the further part of the article the author describes the function of a social worker and their tasks in the context of modern social conditioning. Besides he describes the structure of organization of social help with the cooperation of a social worker and family assistant.

Niniejszy artykuł podejmuje próbę ukazania i deskrypcji pracownika socjalnego zarządzającego zasobami pomocy społecznej. W tym kontekście autor odwołuje się do ustaleń terminologicznych, do których zalicza: zarządzanie, pomoc społeczna, praca socjalna. Następnie analizuje strukturę organizacyjną instytucji pomocy społecznej w której istotne znaczenie posiada pracownik socjalny. Ponadto autor wskazuje również na etapy zarządzania w pomocy społecznej. W dalszej części niniejszego artykułu dokonano opisu funkcji pracownika socjalnego oraz jego zadań w kontekście współczesnych uwarunkowań społecznych. Ponadto przedstawiono strukturę organizacji pomocy społecznej przy współpracy pracownika socjalnego i asystenta rodziny.

In the process of increasing the efficiency of the work of court appointed family probation officers, their views on their work are extremely important. Therefore, the aim of the article is to find out their opinions on selected aspects of tasks undertaken as part of their official duties. At the turn of 2020 and 2021, individual interviews were conducted with 13 family probation officers who shared their views on the positive and negative aspects of their work. They also referred to their sense of security, their professional role and the difficulties they encounter during a pandemic. The information obtained from the respondents is the basis for conducting quantitative research and proposing legislative changes.

W procesie zwiększania efektywności pracy kuratorów rodzinnych niezwykle ważne są ich opinie na temat wykonywanej przez nich pracy. Dlatego celem artykułu jest poznanie ich opinii na temat wybranych aspektów zadań podejmowanych w ramach obowiązków służbowych. Na przełomie roku 2020 i 2021 przeprowadzono wywiady indywidualne z 13 kuratorami rodzinnymi, którzy podzielili się swoimi opiniami na temat pozytywnych i negatywnych aspektów swojej pracy. Odnieśli się również do swojego poczucia bezpieczeństwa, roli jaką pełnią oraz trudności, na jakie napotykają podczas pandemii. Uzyskane od osób badanych informacje stanowią podstawę do przeprowadzenia badań ilościowych oraz zaproponowania zmian legislacyjnych.

Artykuł przedstawia funkcjonowanie systemu dodatków mieszkaniowych w latach 2004-2005 na podstawie wyników badań przeprowadzonych w grupie 50 miast. Zawiera ocenę liczby i wysokości wypłaconych dodatków mieszkaniowych oraz ich struktury w zależności od rodzaju zasobów mieszkaniowych i wielkości gospodarstwa domowego. Pokazuje politykę gmin oraz role wywiadu środowiskowego w weryfikacji danych zawartych we wnioskach składanych przez gospodarstwa domowe w celu przyznania dodatku mieszkaniowego.

The paper presents operation of the system of housing allowances in 2004- 2005 based on results of investigations conducted in the group of 50 cities. It includes the assessment of the number and amount of housing allowances that were paid out, as well as their structures, depending on the housing stock type and household size. The paper depicts the policy of communes and the role of community interviews in verification of applications for housing allowances filed by households.
