This study is devoted to the subject of the functioning of publicly owned companies. It is worth emphasizing that it is still an unexplained and contentious issue. As rightly indicated in administrative law doctrine, the growing dissonance between the scope of duties of public administration and the opportunity to implement them, as well as the challenges facing the realities of administrative law mean that the issue of the activity of publicly owned establishments requires the analysis of specific research dilemmas.

Niniejsze opracowanie zostało poświęcone zakresowi przedmiotowemu działalności zakładów publicznych. Warto bowiem podkreślić, że problematyka funkcjonowania form działania zakładów to nadal kwestia niewyjaśniona i sporna. Jak słusznie podkreśla się w doktrynie prawa administracyjnego, narastający dysonans pomiędzy zakresem obowiązków administracji publicznej, a sposobnością ich realizacji, a ponadto wyzwania stające przed realiami prawa administracyjnego, powodują że zagadnienie przedmiotu działalności zakładów publicznych wymaga przeanalizowania konkretnych dylematów badawczych.
