Since the concept of sovereignty was created till nowadays it has been undergoing per- manent transformation. Presently, the consequences of this phenomenon follow from the intensive influence of the processes of regional integration and globalization on the way states function in the modern world and political reality. Therefore, contemporary states have to face and manage in practice not only the change of the notion of sovereign- ty itself and its scope, which is natural during its several centuries’ evolution, but they also have to cope with serious effects and far-reaching impact of these transformations on their political systems and legal orders, as well as all other areas of their functioning, including the contents of their national basic laws and fundamental constitutional prin- ciples. Non-depending on the degree and activeness with which the states involve them- selves into the abovementioned processes, they have to naturally make themselves open to them anyway, which is frequently reflected first and foremost in the texts of the na- tional basic laws and the way their main values and principles are interpreted. The analysis of the changing concept and scope of contemporary states’ sovereignty has become the main objective of the hereby paper. Its subject focuses on the analysis of the origin and development of the notion of sovereignty, as well as other related to it concepts, along with their impact on the way contemporary states function.

Od chwili powstania pojęcia suwerenności do czasów nam współczesnych koncept ten stale ulega przemianom. Obecnie zjawisko to stanowi konsekwencję intensywnego wy- pływu procesów integracji regionalnej i globalizacji na sposób, w jaki państwa funkcjo- nują we współczesnym świecie i rzeczywistości politycznej. Stąd państwa współczesne muszą stawić czoła i poradzić sobie w praktyce nie tylko ze zmianą samego pojęcia su- werenności i jej zakresu, co stanowi naturalną konsekwencję procesu jej wielowiekowej ewolucji, ale także z daleko idącym oddziaływaniem tych procesów na ich ustroje poli- tyczne, systemy prawne oraz inne obszary ich funkcjonowania, w tym także na narodo- we ustawy zasadnicze i zasady konstytucyjne. Niezależnie od stopnia, w jakim państwa angażują się w powyższe procesy, muszą one w sposób naturalny otworzyć się na nie, co najczęściej znajduje swoje odzwierciedlenie przede wszystkim w tekstach ich ustaw zasadniczych oraz w wykładni ich fundamentalnych wartości i zasad konstytucyjnych. Analiza rozumienia zmieniającego się pojęcia i zakresu suwerenności państwa stano- wi cel niniejszego opracowania. Jego przedmiot natomiast koncentruje się wokół gene- zy i ewolucji pojęcia suwerenności oraz związanych z nim koncepcji, jak również ich od- działywania na sposób funkcjonowania państw współczesnych.
