Artykuł dotyczy dylematów związanych z zatrudnieniem osób niepełnosprawnych w Polsce. Sformułowane zostały rekomendacje dotyczące pożądanego kierunku zmian legislacyjnych na rzecz zatrudnienia osób niepełnosprawnych oraz przeprowadzona została analiza dotycząca roli otwartego i chronionego rynku pracy z punktu widzenia zatrudnienia osób niepełnosprawnych. Sformułowano też listę potrzeb, zmian i zagrożeń w zatrudnianiu osób niepełnosprawnych zarówno ze strony pracodawców, jak i niepełnosprawnych pracowników. Artykuł kończą rozważania na temat możliwości i konieczności promowania zatrudnienia osób niepełnosprawnych.

The article concerns the dilemmas related to the employment of people with disabilities in Poland. Recommendations were formulated on the desired direction of legislative changes on the employment of people with disabilities and conducted an analysis on the role of open and protected labor market in terms of employment of people with disabilities . Formulated a list of needs and risks of changes in employment of disabled persons from both employers and workers with disabilities. The article ends with a reflection on the possibilities and the need to promote the employment of people with disabilities.

Chociaż pierwsze akty prawa międzynarodowego dotyczące respektowania praw społecznych osób niepełnosprawnych zostały uchwalone w latach 70. XX w., w Polsce wciąż w praktyce nie są one przestrzegane. Autorka artykułu omawia podstawowe zagadnienia dotyczące trudności związanych z odnalezieniem się osób niepełnosprawnych na rynku pracy, jak również społecznych barier, jakie napotykają takie osoby, a następnie stawia diagnozę odnoszącą się do obecnego stanu wykonania zadań rehabilitacji zawodowej w Polsce i wynikających z tego konsekwencji dla zatrudniania osób niepełnosprawnych. W artykule przedstawiono i przeanalizowano także dane statystyczne prezentujące np. strukturę wydatków samorządów powiatowych na realizację zadań rehabilitacji zawodowej. W podsumowaniu zgłoszono postulaty, których wypełnienie może przyczynić się do poprawy statusu osób niepełnosprawnych, zwłaszcza w zakresie ich udziału w rynku pracy i podniesienia wysokości dochodów.

Although the first acts of international law concerning the respect of social rights of the disabled persons were enacted in the 70s of XX Century, they are practically not respected in Poland yet. Authoress of the article discusses about the basal issues on difficulties related to finding themselves of disabled persons in the labour market as also social barriers, which are faced by such people and then gives a diagnose regarding to current state of realization of occupational rehabilitation tasks in Poland and its consequences for employment of disabled persons. In the article there are statistical data presented and analyzed i.e. structure of county governments expenditure for realization of occupational rehabilitation tasks. In the summary there are reported demands, which implementation may cause improvement of disabled persons status, especially in the scope of their participation in the labour market and income growth.

The rights of persons with disabilities to participate in social life include the right to employment and participation in labor market. In Poland, the law does not fully implemented and restrictions on professional activation are stuck on both the system and on the side of people with disabilities and employers. Currently in the area of activities for disabled persons waived from the medical model which treats people with disabilities as an object interactions institution for the social approach, recognizing their rights and duties on an equal basis with others. The proposed new − active − social policy model, based on civil rights contrasts with the previous one, in which the indexed needs (social) disabled people and pointed the way to satisfy them. The postulate of professional activation of persons with disabilities refers to activities aimed at strengthening labor market and employment opportunities of individuals. Active social policy (APS) is focused on the activities of public incentives for individuals to enter and remain in the labor market through the development of instruments to increase the capacity of employment and reducing demotivating function termination benefits (support conditional). The aim of the article is to present the most important assumptions of the APS in respect of the activities related to the employment of people with disabilities and also analyze support that group in the area of social economy.

Przedmiotem artykułu jest analiza relacji pomiędzy nadzieją podstawową, poczuciem samoskuteczności a percepcją swojej sytuacji przez osoby niepełnosprawne w kontekście ich udziału w aktywizacji zawodowej z zastosowaniem metody zatrudnienia wspomaganego. Potwierdzone zostały hipotezy zakładające, że im wyższy poziom nadziei podstawowej, tym wyższy poziom samoskuteczności, oraz że ocena sytuacji poszukiwania pracy jako wyzwania jest związana z samoskutecznością. Zależność dodatnią zaobserwowano także pomiędzy poczuciem nadziei podstawowej a oceną sytuacji poszukiwania pracy jako wyzwania. Z uwagi na nieliczne do tej pory badania naukowe dotyczące zatrudnienia wspomaganego w Polsce prezentowana praca ma charakter pionierski.

The study analyses the relationship between basic hope, self-efficacy and the perception of their situation by people with disabilities in the context of their participation in supported employment. The results show that high basic hope correlates with high self-efficacy and that the perception of the job search as a challenge is related to self-efficacy. There is also a positive correlation between basic hope and the job search perceived as a challenge. Due to the fact that research on supported employment in Poland is sparse, this study is a pioneering one.
