EXPERIENCES CONCERNING VERTICAL INTEGRATION OF THE PUBLIC TRANSPORT IN ATHENS AS A MEANS OF SUPPORT TO FINANCE INVESTMENTS

The Operational Programme 'Railways, Airports, Public Transport' involves the sectors of rail transport (suburban and inter-urban), public transport, air transport and road safety and is one among 11 sectoral and 13 regional programmes that constitute the Third Community Support Framework in Greece. The programme was set up by the Ministry of Transport and Communications and it is aimed at improving the infra­structure and operation of the urban and inter-urban networks of public transport in Greece. The programme RAPT consists of six priority axes, four of which have an impact on the public transport system of Athens: modernization of Hellenic Railways, development of suburban railways in the Attika region, development of new tramway system, upgrading of the Old City railway and bus and trolley fleets. The programme RAPT, costing 2,94 billion EUR, is financed in 50% by the European Regional Fund (ERDF) and in 1.40 billion by member state and 0.078 billion by private funds. The Athens Urban Transportation Organization (OASA) was established in 1993 as fully-owned by Greek State private legal company operating all the public transport under supervision and control of The Ministry of Transportation and Communications. The OASA started in 2000 and financed actions that decisively promote public transport use in the Athens area. The OASA is the owner of 4 (5th incoming) private legal entities: ETHEL (with 300 bus lines and more than 2000 vehicles), ILPAP (with 22 trolley bus lines and 400 vehi­cles), ISAP (with 25 km old undeground railway line and 84 trains), AMEL (with two new metro lines of 42 km and 50 full-trains), TRAMSA (with 23 km new tramway lines and 42 new articulated tram trains). All the public transport in Athens is vertically integrated by OASA. This solution allows clear and easy management of the public financial funds from RAPT-Programme for transport development by specially trained and well prepared staff of OASA. The integrated by OASA public transport system in Athens is by now one of the best managed, secured, ecological and modern among big cities around the world.
