(Title in Polish - 'Mala ojczyzna ponad granica? Cienie przeszlosci, wspólne inicjatywy kulturalne i edukacyjne oraz plany na przyszlosc w polskim Zgorzelcu i niemieckim Gorlitz'). Since 1945 the left and right bank parts of Zgorzelec began to form separate history. Practically speaking for many years the border was the only shared element and created a serious obstacle to the development of both German Gorlitz as well as Polish Zgorzelec. The fall of communism and political, economic as well as social changes in the Central and Eastern Europe created a breakthrough in the Polish - German relations. The Unification of Germany as well as the Polish accession to the European Union as well as NATO were particularly important for the inhabitants of both towns. The functioning of both cities within the structures of the European Union significantly improved the relations between Gorlitz and Zgorzelec, yet the first agreement about mutual cooperation was signed by both city councils much earlier i.e. on April 22nd, 1991. One year later Gorlitz and Zgorzelec became twin towns. Cultural Exchange, cooperation between schools and congregations as well as economic cooperation resulted in a dense network of mutual contacts. The decision concerning the foundation of the Zgorzelec/Gorlitz Euro-city signed on May 5th, 1998 was a particularly significant move made by the city councils of both towns
