Parallel to works on the Regional Innovation Strategy for Warmia and Mazury the authors conducted research indicating that a small number of research institutions in that region negatively influences the competitiveness of regional economy. Moreover, many local enterprises show reluctance to innovation's creation and implementation, as well as to cooperation with research institutions.
