Cooperative banks are easily criticised for the lack of insritution that will play the role of controller. The very nature of cooperative bank is being criticised for too many elements resembling commercial bank and too little cooperative elements. According to the economic criteria the most suitable way of operating for the cooperative banks is to follow the example of effectively developing 'SKOK' credit unions. 'SKOK' credit unions are able to compete successfully with banks at financial market although they are not banks themselves. It is the reason for increasing resentment among bankers resulting in plans to change bills regulating 'SKOK' credit unions activity and limiting their competence. The projects may lead to 'SKOK' collapse similar to the collapse experienced in Polish cooperative banking system.
