The text is an attempt at the assessment of the effectiveness of solutions serving to regulate lobbying in the European Union (EU), proposed by the European Commission (EC) within the framework of The European Transparency Initiative. The assessment was drawn up in the light of the democratic dilemmas arising between transparency and openness, on the one hand and, on the other, the effectiveness of the decision making process; that is to say, between the legitimacy of the 'entry' to the EU political system and its 'exit'. An analysis of the empirical material, encompassing the three groups of actors (the EC, the business milieus and non-governmental organisations) makes it possible to conclude that the tools proposed under the 'Initiative' are too weak and are insufficient to have any significant impact on the strengthening of the legitimacy of the Community's political system.
