On the base of international ecological forums as well as materials, which were obtained in Ukraine, the conclusions about considerable changes in ecosystems function and distribution as consequences of global climate changes, observed from the middle of 1980th, have been made. Plants are very sensible indicators of such changes, to which they can react in three ways - migration, adaptation and extinction. These processes become more complicated because of faster rates of external factor changes comparing to plant adaptation reaction properties. Negative climate change effects such as floods, fires, water logging, salinification and desertification lead to considerable losses and cataclysms in Ukraine and require elaboration of complex state program development and its funding.
