The holistic approach to speech defects' diagnosis and therapy is the general ground for the analysis of actions carried out in Poland, which belong to legal administrative measures associated with logopedic care of young schoolchildren. The whole psycho-physical human structure and human relationships are stressed here. Logopedic complexity, as a condition of this attitude, indicates contribution of different people from the child's environment, particularly parents and teachers, in the therapy. The paper presents diagnostic research, answering the question, why the logopedic care system, though common, is inefficient, which is proved by high frequency of speech defects among children. The authoress tried to define and analyze factors decreasing its efficiency. Some changes in the system and new directions of development were suggested.
