In the early 90s construction enterprises used to reduce employment as a result of restructuring, decrease of production, technological and organizational progress or unfavorable changes in labor law regulations. The main reasons of such situation are economic emigration of qualified employees, low work prestige, system of professional education not corresponding to market requirements and lack of interest in construction professions.
