The author begins his considerations with the changes in the Eastern Europe at the turn of the 80s and 90s, the disappearance of the Council for Mutual Economic Assistance and the natural disasters which struck in 1995, 1996 and 1997 as reasons of the famine in the DPRK. He explains the wrong agricultural policy of the authorities and why the DPRK has not enough reserves and capacities to handle the calamities on its own. In the paper an international humanitarian response, spearheaded by the United Nations, through different programmes and activities was also demonstrated. The exact data of the NK nation's food needs and a scale of shortages in this field were provided. A new and quite interesting project is presented: a nutritional survey to be carried out in the end of 1998. Also some of its findings are shown. In the article a broad range of projects carried out by Caritas Hong Kong was discussed as well as the latter's collaboration with the North Korean party. In conclusion the author pays attention to some changes and the main constraints. In his opinion, today this country is still faced with agricultural uncertainty, chronic food shortages and other plagues.
