In this article, the author describes the principles of contribution to the creation and implementation of EU law adopted in the Italian legal system, and the problems that they cause. Having described constitutional rules regarding parliament’s participation in European and foreign policy-making, he addresses the role and organization of the executive. The second part of the article concerns the participation and role of parliament in EU law-making. The author describes: the constitutional relationship between parliament and the executive, the operation of mechanisms under the Act No. 11 of 2005, the functioning of parliamentary committees as well as the limits of the accepted model. The purpose of the third part of the article is to provide an analysis of solutions applied for the implementation of EU law and related issues. In the fourth part, the author presents the proposals for reform of the current model. He also draws attention to the wide scope of powers of the executive within the mechanisms of EU policy-making and the usefulness of modification of this state with a view to future reforms.
