The article deals with the competence-based approach in multi-level life-long professional development in Russia. The methodological aspects of the problem are disclosed. The tasks of modern education in connection with competence-based approach implementation are presented. The experience of competence-based approach implementation in other countries is analyzed. The competence-based model of scientific-and-pedagogical staff is presented.
