Przywrócenie instytucji wielostopniowego samorządu terytorialnego, ściśle związane z głębokimi przemianami ustrojowymi, zmusiło państwo do nowego ukształtowania stosunków pomiędzy nim a obywatelem na zasadach partnerstwa. Przyjęto założenie, że państwo jako dobro wspólne wszystkich obywateli winno stworzyć obywatelom i ich grupom, poprzez działania samorządowe, warunki do rozwijania aktywności we wszystkich dziedzinach życia społeczno-gospodarczego. Uznano bowiem, że to właśnie aktywność obywateli, ich oszczędność, pracowitość i przemyślność są podstawowym źródłem dobrobytu jednostek całego społeczeństwa. Państwo natomiast powinno być aktywne tam, gdzie w grę wchodzą problemy, których nie są w stanie rozwiązać obywatele, działając sami albo w ramach różnych grup społecznych. Rozpoczęto proces budowy społeczeństwa obywatelskiego. Organy samorządu terytorialnego stały się samodzielnymi podmiotami władzy, z którymi państwo musi opierać stosunki na porozumieniu, a nie na nakazie. Samorząd terytorialny podejmuje decyzje bądź przez samych mieszkańców gminy, powiatu czy województwa, bądź przez swoje organy. Spróbujmy przeanalizować stopień zaawansowania procesu budowy społeczeństwa obywatelskiego w Polsce, a zarazem rolę samorządu terytorialnego w tym procesie.

The restoration of multi-institution of local government, closely related to the deep political changes, forcing the state to the new shape relations between the the local goverment itself, and the citizen on the basis of partnership. It is assumed that the state as the common good of all citizens should give citizens and their groups, by government action, the conditions for the development of activities in all areas of socio-economic development. It is accepted that it is the activity of citizens, their frugality, diligence and cunning are the primary source of individual wellbeing of society. State therefore should be active where the problems come into play, which are not able to be solve by citizens acting alone or as part of various social groups. $is initiateted the process of building a civil society. Local government bodies have become independent entities of power, with which the state must be based on the agreement of the relationship and not on the warrant. Local government makes decisions as the residents themselves or by the municipality, county, or region, or by their bodies. Let’s try to analyze the state of progress of civil society in Poland, and also the role of local government in the process.
