The paper concerns the directions of adaptation of the social security system in Germany, undertaken in the face of economic challenges. The analysis concentrates on changes in pension system and health care system. The social market economy has secured, for a long period, favorable institutional frames for economic and social welfare. But since the mid of 70s, while the economic situation has made worse, many changes were introduced in the social security system. Nevertheless, the scale and the depth of changes are considered as insufficient. The decisions undertaken in this decade, especially under the program 'Agenda 2010', can signal the greater determination of politicians to modernize the social security system.
