OFE zostały utworzone w Polsce w 1999 r. głównie jako efekt ekspansji globalnych instytucji finansowych. Poważne osłabienie kraju w wyniku transformacji zostało wykorzystane do ukształtowania polskiego systemu emerytalnego według modelu preferowanego przez te instytucje. Bank Światowy i inne organizacje międzynarodowe odegrały kluczową rolę w skłonieniu części krajów Ameryki Łacińskiej i Europy Środkowej i Wschodniej do ustanowienia przymusowego filara kapitałowego w systemie emerytalnym. Obecnie silna presja instytucji finansowych, będących głównym beneficjentem OFE, stanowi istotną przeszkodę w likwidacji tego filara w Polsce. Rosnący ciężar zadłużenia publicznego spowodowanego istnieniem OFE dotkliwie uderza polskie społeczeństwo i gospodarkę, a ostatecznie prowadzi Polskę do niewypłacalności.

Mandatory pension funds (OFEs) in Poland were established in 1999 mainly as an effect of expansion of the global financial institutions. The serious trouble after the economic transformation was used as an opportunity to shape the Polish pension system on the model preferred by these institutions. The World Bank and other international organizations played the crucial role in forcing some Latin American and Eastern European countries to create the mandatory second pillar in their pension systems. At present the strong resistance of the financial institutions being the main beneficiaries of the OFE`s is an important obstacle to liquidate the second pillar in Poland. The growing burden of the public debt resulting from the existence of the OFEs painfully hits the Polish society and the economy and will eventually lead Poland to insolvency.
